ACCEPT the attached report from the County Administrator's Office on the work of the Policy Forum. 2. DIRECT the County Administrator to report to the Family and Human Services Committee again during the month of June 1997 on the results of the work currently being undertaken by the Policy Forum and its four Task Forces and INVITE the Chairs of the four Task Forces to meet with our Committee to present those reports. 3. REQUEST the staff to the Policy Forum, when they report back to the Family and Human Services Committee in June 1997, to identify specific action steps the Policy Forum and its Task Forces plan to pursue in the coming months so our Committee can see what specific directions the Policy Forum will be taking. 4. REQUEST the Policy Forum and its staff to consider ways in which the Family and Human Services Committee can stay in better touch with the work of the Policy Forum and its Executive Committee so that the Board of Supervisors is a part of the decision-making process. DIRECT the County Administrator to schedule a meeting of the Family and Human Services Committee with the Executive Committee of the Policy Forum during calendar year 1997. 2. DIRECT the County Administrator to schedule a meeting of the Family and Human Services Committee with the full Policy Forum during calendar year 1997, approximately six months away from the meeting with the Executive Committee of the Policy Forum. 3. DIRECT the County Administrator to report to the Family and Human Services Committee on the work of the Policy Forum and its Executive Committee on a quarterly basis during calendar year 1997,except for those quarters in which the Committee meets with the Executive Committee of the Policy Forum or the full Policy Forum,so that there are two reports to the Committee by staff,one meeting with the Executive Committee of the Policy Forum and one meeting with the full Policy Forum on approximately a quarterly schedule. 4. REQUEST Sara Hoffman to brief Kathy Chiverton from Supervisor Gerber's Office on the work of the Policy Forum. 5. REQUEST Sara Hoffman to include staff from the Community Development Department in the work of the Policy Forum so they are a part of the process by which issues are discussed and decisions are reached. On April 28, 1997, our Committee met with Sara Hoffman and Caroline Kelley from the County Administrator's Office and reviewed the attached report. It was noted that the Policy Forum has developed a vision statement and a mission, along with seven goals, which are outlined in the attached report. The Policy Forum has also established four Task Forces which are working in the areas outlined in the attached report. The four Task Forces will be reporting to the Policy Forum at its meeting on May 14, 1997. While we have been asked to approve the vision and mission statements and goals, we would like to review the work of the four Task Forces and see what they report to the Policy Forum before agreeing with those statements. We are, therefore, asking that the Policy Forum report again to our Committee in June on the work which is reported to the Policy Forum on May 14, 1997. Our Committee is also concerned that our Committee and the Board of Supervisors be a part of the work of the Policy Forum in a way which allows the Board to buy into the work of the Policy Forum without intruding into the work of the Policy Forum. The mission of the Policy Forum is to.foster and promote family and community centered, collaborative strategies that respond to the needs of children and families. * Developed seven primary goals - 1. focus on children 2. promote personal responsibility and family self sufficiency 3. engage individuals and communities in the work of the Forum 4. identify and evaluate current resources 5. assess and evaluate services 6. utilize benchmarks and studies in conjunction with customer input 7. develop innovative; streamlined services for measurable outcomes * Approved organizational structure and duties for the Forum and its Executive Committee r * Established four task force committees composed of Policy Forum members and experts in the focus area 1. The Outcomes Task Force will draft a set of outcomes that articulate what we want for children and families. The committee will review the Family and Children's Budget, models from other agencies and then develop community outcomes and indicators for possible use in the Children's Report Card and for development of future outcome benchmarks. Status: ✓ compared outcomes from the Executive Committee of the Policy Forum, United Way, CCC Service Integration Teams and Placer County's SMART Initiative representing six categories: health, school, self-sufficiency, family functioning, safety and community functioning ✓ is prioritizing outcomes for consideration by the Policy Forum ✓ will develop a strategy to link outcomes with measures 2. The Family Support Task Force will assess current and needed supports for parents newly entering the workforce and those at risk of losing employment, The Task Force will focus on issues such as child care, transportation, transitional Medi-Cal, drug and alcohol use, and other issues. Linkages will be made to groups such as work force development, economic development and Social Service employment redesign. Status: ✓ identified and agreed upon the range of family support issues: child care, transportation access, family functioning/parenting, family management/financial management, recreation/extended school day activities, housing, substance abuse treatment, medical care, elder care, mental health. ✓ identified common qualities needed for. family support services: available, accessible, affordable, quality, offer incentives for change, single system that is seamless to parent, collaborative, leverages resources ✓ studying the critical issues associated with child care and linkages to other family support needs. 3 . The Safety Task Force will develop a plan to reduce juvenile arrests and violence in families by reviewing alternative strategies and assessing existing resources and linkages. Status: ✓ reviewed models and linkages within Contra Costa County ✓ is identifying and prioritizing needs r + 4. The Parenting Task Force will develop a plan to increase community awareness and involvement in parenting issues, develop media and marketing approaches to support parenting and to promote "best practices" and other activities. Status: ✓ developed core beliefs supporting a strengths based parenting model ✓ is focusing on the development of a continuum of parenting programs ✓ will develop a plan to promote "Positive Parenting" The task force committees will report to the Policy Forum on May 14, 1997. Recommendations to the Family and Human Services Committee: Recommend that the Contra Costa County Board of Supervisors - Approve the vision developed by the Policy Forum as Contra Costa's vision for children and families.
