RECOMMENDATION
1 . ACKNOWLEDGE receipt of the Monthly Progress Report #54 (dated
March 1997 ) prepared by O'Brien-Kreitzberg & Associates,
Construction Managers, on the status of the Merrithew Memorial
Hospital Replacement Project, including report prepared by
consultant for contract compliance for the months of March
1997 .
2 . ACCEPT report and approve recommendations of the County
Administrator:
♦ Construction. at 93% of completion at the end of April .
♦ The contractor is scheduled to be substantially complete
at the end of July.
♦ The State Office of State Health Planning and Development
approval is scheduled for August.
♦ The State Health Department Licensing review and approval
is scheduled for September.
♦ The dedication of the new hospitall\ is scheduled for
September 20, 1997 .
♦ Patients will be moved to the new building in October.
♦ The new building will be designated as the Contra Costa
Regional Medical Center.

3 . APPROVE designation of the new hospital as the Contra Costa
Regional Medical Center.
BACKGROUND
The contract for construction management with O'Brien-Krietzberg &
Associates for the Merrithew Memorial Hospital Replacement Project
requires a monthly status report, including the contractors '
compliance with the MBE/WBE and affirmative action contract
requirements, to be filed with the Project Director in the Office
of the County Administrator. A copy of the monthly progress
reports are provided to the Clerk of the Board and the Board of
Supervisors for information purposes .

will focus on the following specific tasksfor Activities period from April 1, 1997 through
April 30, 1.997:
• Continue to review andup date;Proposed and Change Order log. Review
recommendations for outreach affil referrals of M/WBE subcontractors and suppliers to
any new opportu�uhes
• Continue to review participation statistics of subcontractors currently on site for non-
compliance. Continue t`-;work with Centex and the affected subcontractors to resolve non-
compliance and subnut appropriate good faith efforts documentation for non-compliance
issues from July,October;November,a»d D. nlber 1996..
• Continue to identify medical equipment suppliers to particiate inupcoming bid
opportunities(procurement)of.0o ital purchased and furnished materials and
equipment for Merrithew Modify verior referral list for hospital buyers use that will
reflect changes in equipment last as of January 22;1997 from.FDI.
• We continue to talk to the subt6ntractors at their weekly meetings and the weekly
affirmative action meetings reardntg the participation of females and their efforts to
recruit and hire females.
• We reviewed with the subcoh-tractors 'fhe good faith effort steps and the documentation
they are responsible for respop'ig to according with Division E of the specifications. We
have not received acceptable.good faith effortdocumentaLion for those subcontractors
found to be in non-compliance u1 July,Octler,November and December 1996. A
meeting was held withCentex Golden:and OKA as a precursor to requesting the
withholding of payment from the subc[iniractors who failed to meet the goal or adequately
document their efforts to meet the goals We are close to resolution of this noncompliance:
issue.

EXECUTIVE REPORT
PROJECT STATUS
All floors are in various stages of interior build-out. Drywall is finished and that means
that finish activities have swung into full force. Casework and flooring have extended up
to the 5th floor. Ceiling grid is roughed in on all floors. As the electrical and mechanical
trim-out efforts begin to scale back, the focuswill turn to punchlist and building
commissioning.
The 2nd floor operating rooms are nearly finished; the Terrazzo floor, medical gas ceiling
booms and epoxy wall finishes have been installed. The sterilizers and cart wash
equipment nearly completes the 2nd floor central supply department. As these areas reach
buildout, the punchlist crews can begin their reviews. The above ceiling punchlist —
required to verify mechanical and electrical systems prior to ceiling tile— is essentially
done. Full architectural punchlist will commence in mid-May. Based on the A/E
comments, the Contractor will return to the areas, address the concerns, and ready the
areas for final acceptance by the Owner.
The fire alarm system roughin is also complete; the pull stations, door holders, smoke
detectors and annunciation devices will be trimmed out and tested in the coming months.
After the fuel tank installation is complete, the 1200 KW generators will be started and put
through an all day, 8-hour load test.
The mechanical trades are nearly finished with testing and starting the large air handlers—
a process know as"bump and run". In addition, the medium pressure boiler and hot water
boilers have been fired and tested. The fire pump and underground piping will be
pressurized and tested next month. Preparations have been made at the medical gas tank
farm for the Owner supplied oxygen tank, which will arrive in April.
On the north and west portions of the project, site concrete, irrigation and planting will
begin within the next 2 months. The loading dock architectural and structural design is
complete. Excavation for the underground fuel tank and loading dock is scheduled for
early April.
BUDGET
The total project budget of$87,241,000. The attached project cost report shows the
updated current expenditures and forecast amounts.
SCHEDULE
Some schedule slippage to critical work activities had previously occurred and as a result,
some project float has eroded: Overall, the project remains on schedule. Centex Golden
worked with OK to re-sequence and staff-up delinquent punchlist efforts in order to
mitigate any completion date impacts.
