Dear Supervisors:
A linear park is wanted in the S.P. right-of-way because one is currently needed and will be
necessary in the future. The population of our cities and the county plus building is increasing, so
we will very soon run out of open land which can be saved and used as parks and greenspace for
the increasing number of people who will live in the area. New construction often requires the
developer to contribute to parkland off in the hills to which people have no immediate access. They
have to drive to get there, increasing traffic.
Parks are needed that can be used where people live and work, ones they can walk to so they can
eat lunch in the open air(for personal reasons and during office hours). The population is aging, so
more parks are needed that are within a short walking distance of where people live.
The old SP Right-of-Way runs through residential, school and light business areas all the way
through the county from its southern border to Martinez. The best use for this land is as a linear
park which can be landscaped over time. Native oaks and California Poppies do very well here and
volunteers can easily be found to plant them.
County staff may say that the SP Right-of-Way must be reserved for light rail because the land
was bought with State funds for that purpose. Other transit uses like bicycles and pedestrian
pathways may satisfy the State's requirements. Also,the county apparently decided some time ago
that it was not required to put the light rail on the Right-of-Way south of Rudgear Road. If they
can remove light rail from one piece of the SP,they can surely also do it for our piece.
Whatever other uses may be found for the SP Right-of-Way,the surface must become a park to be
used by the people who live in the county. Make the entire length and breadth of the surface of the
SP Right-of-Way into a linear park which runs from San Ramon to Martinez.
