SPECIFIC REQUESTS) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve and authorize the Redevelopment Director to execute a lease
with Valentine Lena for 3540 Main Street in the Oakley Redevelopment
Project Area.
FISCAL IMPACT
No General Fund money will be used on this project.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment activity in Oakley is to improve the
infrastructure. The community and County staff undertook a Specific
Plan process for the Old Town Oakley Area because of the impending
need for improvements to State Route 4 . One property, 3540 Main
Street, is located within the right-of-way of either roadway project
proposed in the Oakley Old Town Specific Plan. The property owners
were unsuccessful in selling their property due to the proposed
roadway projects and they requested the Agency purchase their property
in advance of any roadway infrastructure. The Agency did acquire the
property on May 6, 1997.

The prior property owners have now vacated the premises and the building is
vacant . The Agency cannot demolish the structure until the Specific Planning
process is concluded. Therefore, the Agency can either have it remain vacant and
board it up or lease the property. Staff recommends leasing the building rather
than having it remain vacant and possibly become a public nuisance. Staff has
identified a leasee and has negotiated terms acceptable to both parties. The
proposed effective start date is June 1, 1997 .
