HomeMy WebLinkAboutMINUTES - 05201997 - C79 f c. 79 TO: BOARD OF SUPERVISORS • Costa FROM: FISH AND WILDLIFE COMMITTEE county DATE: MAY 20, 1997 SUBJECT: APPROPRIATION OF FUNDS FROM THE FISH AND WILDLIFE PROPAGATION FUND TO SUPPORT PROJECTS BENEFITTING THE FISH AND WILDLIFE RESOURCES OF THE COUNTY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS ACCEPT recommendations of the Fish and Wildlife Committee regarding the awarding of grants from the Fish and Wildlife Propagation Fund; DIRECT the Auditor/Controller to release a total of $5958 from the Fish and Wildlife Propagation Fund to the following organizations to support projects benefitting the fish and wildlife resources of the County: Martinez Regional Land Trust($1600), The Lindsay Museum($1000), Upper San Pablo Creek Monitoring Project/Dr. Reginald Barrett($500), John Muir National Historic Site($650), California Department of Fish and Game/CaITIP Program($500), Student Nature Area Partnership/Donna Willy($1708). FINANCIAL IMPACT No impact to the general fund. A portion of the fines collected from violations of fish and game regulations in the County is deposited in the Fish and Wildlife Propagation Fund, which has a current balance in excess of $50,000. State law defines how money in this fund may be spent, but the Board of Supervisors is responsible for authorizing specific expenditures. The six projects recommended to receive funding are consistent with the expenditure criteria established by State Law. REASON FOR RECOMMENDATION/BACKGROUND Following its re-establishment in February of 1996, the Fish and Wildlife Committee elected to establish a structured process for reviewing funding requests. The Committee developed an application packet for funding requests which included a cover letter to explain the grant process, a funding application to solicit relevant information about the project, and a copy of the expenditure criteria for the Fish and Wildlife Propagation Fund (established by state law). The Contra Costa Times printed a small article on the availability of funding for fish and wildlife projects in October of 1996. During the same month (and into November and December) application packets were sent to the Fish and Wildlife Committee public mailing list and to anyone who expressed interest in funding. A total of nine funding applications were received prior to the December 31, 1996 recommended deadline. The Fish and Wildlife Committee reviewed and discussed the funding applications at its January, February, and March 1997 meetings. Applicants were sent copies of Committee meeting agendas, and several appeared at meetings to present during the public comment period. On March 19, 1997, the Fish and Wildlife Committee approved the following recommendations to the Board of Supervisors regarding applications for funding from the Fish and Wildlife Propagation Fund (each was voted on independently, and each was passed unanimously): 1) Require three general commitments from all projects receiving funding from the Fish and Wildlife Propagation Fund: a) return funds if the project is not performed; b) provide documentation and/or accounting for how funds were spent; and c) provide an annual or summary report on the progress or results of the study. 2) Appropriate $1600 to the Martinez Regional Land Trust Teacher Grant Program and Teacher Training Program to support the Teacher Training Workshop, minus food expenses (check payable to: Martinez Regional Land Trust, P.O. Box 2452, Martinez, CA 94553, attn: Tina Batt, Teacher Training Workshop). 3) Appropriate $1000 to the Lindsay Wildlife Museum's Galindo Creek Partnership to support Phase 2 of this project, minus expenses for the nest box consultant and administrative services (check payable to: Lindsay Wildlife Museum, 1931 First Ave., Walnut Creek, CA 94596, attn: Jeffrey Hicks, Galindo Creek Partnership). 4) Appropriate $500 to the Upper San Pablo Creek Monitoring Project/Dr. Reginald Barrett and require that any equipment purchased with these funds be returned to the County for subsequent donation once the project is completed (check payable to: Dr. Reginald H. Barrett, 31 Dos Posos, Orinda, CA 94563, attn: Upper San Pablo Creek Monitoring Project). 5) Appropriate $650 to the John Muir National Historic Site for materials necessary to improve songbird habitat and provide educational opportunities (make check payable to: John Muir National Historic Site, 4202 Alhambra Ave., Martinez, CA 94553, attn: David Blackburn, Songbird Habitat Improvement). 6) Appropriate $500 to the CaITIP (Californians Turn In Poachers) Citizen's Review Board, Inc. and encourage CaITIP to use this money in the County (make check payable to: CaITIP Citizen's Review Board, Inc., P.O. The Fish and Wildlife Committee requests the submission of completed Funding Applications (attached) during the period beginning October 1, 1996 and ending December 31, 1996. Recommendations of the Fish and Wildlife Committee will be forwarded to the Contra Costa County Board of Supervisors, which maintains final decision-making authority for expenditures from the Fund. Successful applicants may anticipate receiving funding awards in April of 1997. The Contra Costa County Fish and Wildlife Propagation Fund is entirely supported by fine revenues which result from violations of the Fish and Game Code and Title 14 of the California Code of Regulations in Contra Costa County. Expenditures made from the Fund must benefit the fish and wildlife resources of the County. Projects awarded funds from the Fish and Wildlife Propagation Fund must meet the requirements of Section 13103 of the Fish and Game Code (attached), which describes the types of projects that may be eligible. Though all projects which meet the requirements of Section 13103 will be considered, the Fish and Wildlife Committee strongly encourages applications relating to: 1)improvement of fish and wildlife habitat, 2) public education about fish and wildlife conservation, 3)scientific fish and wildlife research, 4)predator control actions, and 5) other activities to protect and conserve fish and wildlife. The Fish and Wildlife Committee anticipates recommending a total expenditure of up to $20,000 from the Fund during 1997. The Committee expects to recommend awards to several applicants, however it is possible that a particularly excellent proposal will be recommended to receive a large portion of the total available funds. We are requesting funding for a Teacher Training Workshop and Teacher Grant Program; in conjunction with the Land Trust's Environmental Education Programs.- - Two years ago, the Martinez Regional Land Trust began developing an Interpretive Program at Shell Marsh for local teachers, school children and community volunteers. The purpose of the program was to educate the local community about this significant wetland habitat and the wildlife that exists in both the marsh and upland areas. The Land Trust's environmental educationprog rams have continued to focus on-the Shell Marsh Watershed(now referred to - as Peyton Slough/Mt.\View Marsh Watershed), providing interpretive information through our Docent Training, Teacher Training and Teacher'Grant Programs. The funds we are requesting from the Fish and Wildlife Committee would,pay for a Teacher. Training Workshop for the Fall of 1997, in partnership with'Mt. View Sanitary District;and -funding for the Teacher Grant`Program during the 1997-1998 school year. Both programs will be open to all'teachers and students in Contra Costa County. We believe bothprograms benefit the fish and wildlife of Contra'Costa,County by educating first the County's teachers and then their students about this important wetland habitat, and the abundance of wildlife-and'fish that exist both in the marsh and upland areas of the larger Peyton Slough/Mt. View Marsh Watershed. Now that we are looking at the entire watershed, teachers and their students will also learn how fish and wildlife conservation is compatible with maintaining a healthy watershed system. page 2 . Because the Land Trust has asked all teachers participating in the Teacher Grant Program to provide us with a public education product as part of their field research project, all -information will be passed on.to other students and the general public as they visit and study the Peyton Slough/Mt. View Marsh Watershed. In this way,-we believe the project meets the.requirements of Section 13103 of the Fish and Game Code. All public education products (such as interpretive brochures, videos, photographs, drawings, bird, fish and plant lists, etc.) are being stored and indexed along with other wetland and watershed related curriculum, as part of a larger Resource Library at Martinez Junior High School. The Librarian, Ann Taylor, received a,grant to compile the Resource Library through the Teacher Grant Program. Any teacher participating in the Teacher Grant Program will have access to the Resource Library. The project schedule will.involve offering the Teacher Training Workshop in the early Fall of 1997. Teachers attending the workshop will be instructed in grant proposal writing and may apply for funding through the Teacher Grant Program. The grant deadline will be late Fall, with projects to start in January .1998. The project budget will include: Teacher Training Workshop(Mt. Teacher Training Workshop 2,500 The Martinez Regional Land Trust will contract with the Mt. View Sanitary District to introduce teachers to the many stories that exist at Shell Marsh. The one day workshop will offer grade specific activities, as well as instruction in grant proposal writing. In this way, interested teachers will be better prepared to apply for funds to further study Shell Marsh through the Teachers Grants Program. Teachers Grants Program 10,000 All teachers in Contra Costa County will be eligible for grant funding to incorporate the study of Shell Marsh into their regular classroom curriculum. The study of Shell Marsh, its land use history, the natural history of its vegetation and wildlife habitats, mammal migrations, and the intricacies of a tidal marsh's hydrology can be studied by kids of all ages, in a number of academic disciplines. The Martinez Regional Land Trust would especially encourage teachers of students with special needs to consider developing "student -centered" study projects at Shell Marsh.
