SUBJECT: DEVELOPMENT AND OPERATION OF A COMPUTER TRACKING PROGRAM TO MONITOR THE
ENFORCEMENT OF FISH AND GAME REGULATIONS IN CONTRA COSTA COUNTY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE Contra Costa County Law and Justice Systems Development to collect up to $3200 from
the Fish and Wildlife Propagation Fund to develop and operate for one year a computer tracking
program to monitor the enforcement of fish and game regulations in Contra Costa County, as
recommended by the Fish and Wildlife Committee.
FINANCIAL IMPACT
No impact to the general fund. A portion of the fines collected from violations of fish and game
regulations in the County is deposited in the Fish and Wildlife Propagation Fund, which has a current
balance in excess of $50,000. State law defines how money in this fund may be spent, but the Board
of Supervisors is responsible for authorizing specific expenditures. The computer tracking program is
consistent with the expenditure criteria established by State Law.
REASON FOR RECOMMENDATION/BACKGROUND
The Fish and Wildlife Committee has discussed the development of a computer tracking program to
monitor the enforcement of fish and game regulations in Contra Costa County with representatives of
the California Department of Fish and Game and Contra Costa County Law and Justice Systems
Development (Office of the County Administrator) at a number of meetings since August of 1996. At
these meetings, the Committee members and other meeting participants discussed the objectives of
the computer tracking program, the data sets to be included, the reporting format and schedule, and
the cost to develop and operate the program. At its February 1997 m9pting, the Fish and Wildlife /•

Enforcement of Fish and Game Regulations
Department of Fish and Game personnel find that the above-
mentioned project is in keeping with the Fish and Game Code
sections relating to appropriate use of County fine monies .
Funds will be utilized to track all agency Fish and Game
citations for court disposition, show areas where increased
enforcement is needed, and allow capitulation of court assessed
fines .

Subject: Fish and Game Activity Reports
Based on some telephone conversations with Lt. Jim Bond of the California
Department of Fish and Game I had indicated that some reports about court
activity on Fish and Game citations could be produced periodically and might
only cost about $1500 to $2000 dollars to program. This was based on the idea
of wanting to report dispositions on cases. It was agreed to have a meeting to
determine what data the reports really needed to cover and to get permission
from the Municipal Courts to use the data in their Automated Minor offense
System (AMORS) .
At that meeting two lists were presented showing what the data needs are for 1)
the California Department of Fish and Game and 2) the Fish and Game Wildlife
Committee. Chuck Wyrick, Systems Manager for the Municipal Courts met with UB
and indicated that based on what was on the lists the Municipal Courts would
have no problem approving use of their system to obtain the information.
The information requested included not only the disposition but the amounts of
any fines assessed and how that compared to amount collected as well as the
allowed fined amount. One issue in tracking fines is that comparing the amount
fined versus allowed fine can be problematic because some cases are sentenced as
a whole and not by individual.charge BO programming would have to take this into
account. Also since fines can be paid at a later date or in installments
amounts collected could not be compared to amounts fined because they may not
apply to the same cases. There was also discussion about need to track not only
by case but by charge since many cases have more than one charge. Taking all
this into account I could Bee that the programming to set these reports up would
be more involved than I originally thought so I guesstimated that the costs
might be more in the neighborhood of $5000.
I am to draw up suggested reports formats and after you and Lt. Bond have a
chance to review them get an official estimate from the Department of
Information Technology. I have not yet been able to do this because of workload
in relation to system changes necessitated by legislation and court procedural
changes. I will do this as soon as possible and contact you.
