SUBJECT: Waiver of Penalty Fees for Late Animal Licensing
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation:
Authorize the Acting Animal Services Director to waive the penalty fee of $25.00
for failure to obtain a dog license for the period July1, 1997 through July 31,
1997.
Background:
State law and the County Animal Control Ordinance require that all dogs over
four months of age be vaccinated against rabies and licensed before five
months. The Animal control Ordinance also requires a penalty for late licensing.
The licensing of dogs is an integral part of rabies control programs that are
mandated by the State Health and Safety Code. By adopting this resolution the
Board of Supervisors will be providing an incentive for dog owners to vaccinate
and license their animals. This should have the effect of increasing the number
of vaccinated and licensed dogs in the County. This in turn will increase the
level of rabies protection for the citizens of the County.
Fiscal Impact:
This action should be at least revenue neutral. Non collected penalty fees are
anticipated to be offset by increased license revenue.
