SUBJECT: SAFEFUTURES: Partnerships to Reduce Youth Violence and Delinquency -

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. AUTHORIZE the County Administrator or his designee to execute on behalf of the
County an amendment to the SafeFutures grant award from the Office of Juvenile Justice
and Delinquency Prevention, extending the term from May 31, 1997 to August 31, 1997.
2. AUTHORIZE the County Administrator or his designee to execute amendments to the
following SafeFutures implementation contracts, by extending the contract period from
May 31, 1997 to August 31, 1997:
A) West Contra Costa Youth Service Bureau
B) Opportunity West
C) National Council on Crime and Delinquency
D) University of California, Berkeley
3. AUTHORIZE the County Administrator or his designee to prepare and submit an
application for second year funding of SafeFutures from the U.S. Department of justice.
FINANCIAL IMPACT:
None. The amendment to the SafeFutures grant only extends the "first year" contract period
at no additional costs. Second year funding will required county match, which will be
included in 1997-98 budget discussions.
REASONS FOR RECOMMENDATION/BACKGROUND
On December 19, 1995 the Board of Supervisors accepted the SafeFutures grant from the
U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDp),
in the amount of $1,410,000 on behalf of the County. Programs funded through
SafeFutures include: afterschool programs at three elementary schools in Richmond; an
anti-gang initiative at two high schools and one middle school in Richmond; mentoring
programs for girls in Juvenile Hall and at-risk girls in the Iron Triangle area in Richmond;
the Summit Center, an intensive treatment program for adolescents in Juvenile Hall; a case
management position and a volunteer program to enhance juvenile Probation services.
The County was not authorized to draw down funds for these programs until May 15,
1996. Due to the delays in start-up and associated salary and other cost savings, the
County has sufficient funding still available to extend year I operation for three additional
months from May 31, 1997 to August 31, 1997, at no additional cost. A request for the
three month "no-cost" extension is pending at OJJDP.
The following contract payment limits previously approved by the Board of Supervisors
will not be exceeded:
A) West Contra Costa Youth Service Bureau $342,085 (Contract #45797)
B) Opportunity West $336,000 (Contract #45811)
C) National Council on Crime and Delinquency $77,662 (Contract #45873
D) University of California, Berkeley $70,500 (Contract # pending)
The County is currently reviewing progress toward current year objectives under this grant
and preparing an application and budget (to be completed by the end of June, 1997) for
second year funding. A report on the SafeFutures project will be included in reports in
July, 1997 from the Juvenile Systems Planning Advisory Committee to the Family and
Human Services Committee and the full Board of Supervisors.
