Recommended Action: APPROVE project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk. II. Financiallmpact: The estimated project cost is $80,000 by FHWA (88.5%) and Road Funds (11.5%). III. Reasons for Recommendations and Background: The project includes construction of a rock filled gabion retaining wall, replace road shoulder, and - reconstruct metal beam guard rail on Alhambra Valley Road in the vicinity of mile marker 5451. It is needed to repair a slide in the roadway embankment that threatens to undermine the roadway. To stabilize the bank and minimize erosion, an approximately 24 foot high by 40 foot long rock-filled gabion wall will be constructed and any damaged shoulder will be replaced. A minor amount of guard rail will be reinstalled upon completion of the project and exposed areas will be hydroseeded. A small amount of temporary and permanent right-of-way may need to be acquired. Construction may require some oak and buckeye trees to be pruned and a few small buckeyes (approximately 6 " dbh or less) may need to be removed. Due to the density of the vegetation in this area, these small trees are not considered a scenic resource. Project location: The project location is in a rural, unincorporated area of central Contra Costa County. The slide is located on the south side of Alhambra Valley Road, in a rural wooded area, at mile marker 5451. Olsen, Associate Engineer, Design Division (Contact Person: Janet Frattini ) SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE We have reviewed the attached project, CP# 97-22, Alhambra Valley Road Slipout Cad Vaca Creek to determine if mandatory referral for General Plan Conformance, as required by Section 65402 of the Government Code, is necessary. I recommend the project needs no further mandatory referral clearance from County staff subject to the following actions: (✓) This project has been determined to be exempt from 65402 review. ( ) This project has been determined to be exempt from 65402 review in accordance with the Board of Supervisors Resolution 81/522 because the project involves a road alignment project of a minor nature. ( ) Community Development staff makes the following attached recommendation which should be incorporated into the staff report on this matter. The project needs mandatory referral and we request Community Development staff to process this project in the following manner: ( ) 65402 review is required. Community Development staff should carry this matter before the appropriate Planning Commission. The map of the project site and description is attached.
