ADOPT a position of SUPPORT FOR SB 1108 by Senator Bill Lockyer, which would appropriate an additional $50 million for grants under the Juvenile Crime Enforcement and Accountability Challenge Grant Program. 2. APPROVE and AUTHORIZE the Chair of the Board of Supervisors to send a letter to Senator Lockyer expressing the Board's strong support for the passage of SB 1108. BACKGROUND: The Probation Department has placed three Deputy Probation Officers in target areas of the County, hoping to receive funding from the first round of the Juvenile Crime Enforcement and Accountability Challenge Grant Program (SB 1760) to continue these positions and support the formation of "School Challenge Teams" made up of staff from the Probation Department, Office of Education, school districts and police agencies. Contra Costa County's application was ranked second of nine proposals in Tier 2A, which were recommended for funding should additional funding become available. Contra Costa County's program would be among the first funded if additional funds become available. LEGISLATIVE COUNSEL'S DIGEST SB 1108, as introduced, Lockyer. Juvenile crime enforcement: appropriation. Under existing provisions of the Juvenile Crime 'Enforcement and Accountability Challenge Grant Program, the Board of Corrections is authorized to award grants to counties for juvenile crime enforcement purposes. This bill would appropriate $50,000,000 to the board to be expended for competitive grants to counties . under that program. We believe that we have had great success in placing probation officers in the schools. Our application for funds from the Juvenile Crime Enforcement and Accountability Challenge Grant Program (SB 1760) to continue this program was ranked second highest in Tier 2A, meaning that if additional funds are appropriated for these programs, we are likely to be funded. We believe that your approach to addressing juvenile delinquency through prevention rather than incarceration is on the right track to catching our young people early, before they have become hardened criminals and helping to tum them back into being responsible, productive member of the community. We strongly support SB 1108 and look forward to its early, successful passage in the Legislature.
