MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 13, 1997 SUBJECT: Hearing on Proposed Priority list of the Transportation Development Act Article 3 Funds for Bicycle/Pedestrian Path Projects for Fiscal Year 1997/98 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the following Project Priority List for Contra Costa County's Transportation Development Act Article 3 funds for Bicycle/Pedestrian path Projects for Fiscal Year 1997/98, and DIRECT the Clerk of the Board to forward the list to the Metropolitan Transportation Commission for final approval and allocation of funding effective July 1, 1997. H. Financial Impact: No impact to County General Fund. M. Reasons for Recommendations and Background: In 1978, a procedure was recommended by the Mayors Conference and adopted by the County Board of Supervisors to ensure Countywide consensus in funding bicycle and pedestrian projects with Transportation Development Act Article 3 (TDA) money. In 1991, the Metropolitan Transportation Commission (MTC) required TDA applicants to have the TDA projects reviewed by a city or countywide bicycle advisory committee. In accordance with those procedures, each City and the County submitted applications for 1997/98 TDA funds for bicycle and pedestrian facilities. The Countywide Bicycle Advisory Committee reviewed the projects in November of 1996. The TDA Subcommittee, a subcommittee of the City/County Engineering Advisory Committee (CCEAC), met in late December to field review all of the TDA applications submitted for funding consideration. Reasons for Recommendations and Background (continued): Sixteen projects, totaling almost$1,400,000 were reviewed by the subcommittee. This year's subcommittee is made up of representatives from Richmond, Martinez, Pittsburg, Lafayette, Danville, the Metropolitan Transportation Commission, the County, the East Bay Bicycle Coalition, and the East Bay Regional Park District. The following exhibit in Section V of this report lists all of the submitted projects. MTC estimated that$475,000 in TDA funds would be available for 1997/98 in Contra Costa County. After reviewing all of the proposed projects and prioritizing the projects using criteria established for that purpose, the subcommittee recommended that the CCEAC accept a project priority list for the 1997/98 TDA Article 3 funds. Several projects that applied for TDA funding this year also applied for other funding sources. The County's project on San Pablo Avenue was submitted to the Air Board for Transportation Fund for Clean Air(TFCA) funds. Based upon the initial results, it appears the County may receive TFCA funding for this project. As a result, the TDA funds allocated to San Pablo Avenue Bike Lanes project may be available for redistribution to other projects on the TDA list. The amount of funds available for redistribution depends upon how much TFCA funds the County receives, however, the amount of redistribution could be up to $150,000 of TDA funds. The CCEAC recommends that any available funds for redistribution be divided half to the Saint Stephens Trail and half to the Ygnacio Valley Road overcrossing. For example, if the full $150,000 of TDA funds allocated to the San Pablo Avenue Bike Lanes project becomes available for redistribution, then the Saints Stephens Trail would be allocated $75,000 and the Ygnacio Valley Road overcrossing project would be allocated $75,000. In this example the Saint Stephens project would receive $75,000 of redistributed funds plus the $30,000 already allocated before redistribution for a total of$105,000. If Walnut Creek does not need all of the redistributed funds to fund their project, then the CCEAC further recommends the redistributed funds they don't need will go to the Saint Stephens Trail project. The CCEAC approved the proposed priority list on March 14, 1997. On April 3, 1997, the Contra Costa Mayors Conference approved the proposed priority list. The CCEAC requests approval of the project list for the 1997/98 TDA Article 3 funds. Subsequent to adoption of the list by the Board of Supervisors, the priority list will be forwarded to the Metropolitan Transportation Commission for final approval and funding allocation. IV. If the San Pablo Avenue Bike Lanes/Bay Trail project receives funding from another source,then there will be TDA funds available from this project for redistribution. The redistribution of any funds available from the San Pablo Avenue project will be 50%to the Saint Stephens Trail and 50%to the Ygnacio Valley Road Overcrossing project. 4. If Walnut Creek does not need all of the redistributed monies to fund their project,then the amount of redistributed funds they don't need will go to the Saint Stephen's Trail project.
