SUBJECT: Presentation by the Mobile Home Advisory Committee
Following comments by Reva Clark and Stan Hansen IT IS BY THE BOARD ORDERED
that the presentation by the Mobile Home Advisory Committee is accepted and that the
recommendations of the Committee are referred to the Internal Operations Committee for
review and subsequent report to the Board of Supervisors.

Dear Mike,
We certainly did enjoy your talk at the Delta Bay Chapter WMA meeting on April 17 at Sylvia's
Country Kitchen in Antioch. Your views are a refresWag change from some neglectful park owner's
bottom line mentality and run very much parallel to my own thoughts and concerns on the subject of
a declining industry.
What steps do you think can be taken at this time to create incentive for other park owners in Contra
Costa County to follow your lead? (Other than the dismal future of eventually owning "Ghost
Town" communities with 50%non-income earning vacant spaces.)
I have been in personal contact with Dave Hennessy and brought up the concerns you expressed.
Mr. Hennessy also expressed hia concerns and, in turn, contacted Mayor Susan Hammer of San Jose,
Bob Brownstein, Jori Tilson, and Fran Hirsch concerning what can be done about the number of
mobile home that are vacant, for sale or abandoned and the deterioration occurring in some mobile
home park facilities(and park homes). Mr. Hennessy agrees that, as you say,we do have a maior
problem in the industry and we W1 must face up to it. He indicated that Bob Brownstein would set
up a task force to look into these issues.
Perhaps we could arrange a meeting with you, Hennessy, and other bay area and Contra Costa
County principles to brainstorm solutions for the looming decline we are facing in the mobile home
industry.....Like kind of an "Ad Hoc.Committee North" so to speak.....

Board. Applicants we feel would best serve on
the committee.

attend meetings and work hard toward the best
interests of the industry.
Newv members must be active participants;
willing to .attend all monthly meetings and serve
on sub-committees.

prevailed for 2 years and maintain a full
complement of members to ensure a quorum
needed at monthly meetings to conduct
committee business.
Because of the problems in the mobile home
community - the need for this committee to be <<
up and running at full speed and functional is
more important than ever

suffering
3-suffering serious decline. We have empty
spaces; many homes for sale; home owners
unable to sell; homes selling below market
value; sometimes selling for half what
occupants paid for them or less. Homes are
being abandoned as escalating rents no longer
make this affordable housing; the County rent
control ordinance has slowed the rate of
increase but, in turn, park facility maintenance
is being neglected by many bottom line oriented
park owners, thus, there is little incentive for
home owners to maintain or even improve their
homes.
This leads to further de-valuation in both the
park owner's property as well as home value for
the park's home owners.
