WHEREAS, THE ST. MARY S COLLEGE GAELS are 23-7 on the year and through hard work and
dedication earned the college's first trip since 1989 to the National Collegiate Athletic Association Tournament;
and
WHEREAS, EACH ST. MARY'S COLLEGE GAEL team member should he honored for their individual
contribution and for their attitude of putting team performance above individual gain:

Recognizing April 14-25 as the
HUNGER AWARENESS PROJECT in
Contra Costa County
WHEREAS, The number of hungry people in Contra Costa County is
increasing, despite the efforts of local charities to provide to
residents in need; and
WHEREAS, currently, the Contra Costa Food Bank and its network
of 200 member agencies is helping to feed more than 37,500
individuals every month; and
WHEREAS, welfare reform will add to that demand; and

WHEREAS, local charities and jurisdictions are taking steps to
improve this situation, which threatens the health and well being
of our community; and
WHEREAS, the real answers to the problem of hunger require the
education and participation of all citizens of Contra Costa County:
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors
declares April 14-25, 1997 as the HUNGER AWARENESS PROJECT in
Contra Costa County. This action is taken to publicize this
important issue and to garner additional support from all sectors i
of the community in the fight against hunger.

Greetings:RE:W etlands
As you may know, the US Environmental Protection Agency has designated the
Month of May as AMERICAN WETLANDS MONTH.
Bay area wetlands have diminished to an alarming degree over the
past 75 years. It is estimated that more than 90% of formerly
existing Bay Area wetlands have been lost.
Birds using the Pacific Flyway rely on wetlands in this area as
they migrate each year. Without these vital remaining wetlands
migratory birds will face serious difficulties in maintaining an
existence. Wetlands can be said to be natures sponges, in that they
absorb water, reduce toxics as water squeezes through them.
One reason for the serious flooding during recent months has
been ascribed to wetland losses (along with other problems created
by human activity) .
Your records will show that in the recent past, the County has
expended substantial sums cataloguing existing wetlands. In years
past the Board of Supervisors has memorialized wetlands with
resolutions, which were appropriately inscribed

adopt an appropriate resolution and Declare the Month of May as
National Wetlands Month

IN THE MATTER OF PROMOTING RESOLUTION NO. 97/ 175
The Month of April as
"STD AWARENESS MONTH"
WHEREAS Sexually Transmitted Diseases (STDs) in California continue to be a serious health problem
affecting large numbers of people each year with thousands of reported and unreported infections and 2,147 cases
were reported in Contra Costa County; and
WHEREAS prevention is a proven method to reduce the incidence of Sexually Transmitted Diseases; and
WHEREAS the purpose of the program is to reduce the incidence of Sexually Transmitted Diseases by
educating the public, provide accurate information about the dangers of infection and how to safely prevent
contracting these diseases; and
WHEREAS despite a declining incidence of gonorrhea and syphilis in Contra Costa County, the rate of
chlamydia is reaching epidemic proportions across socio-economic and ethnic strata among teenagers and young
adults under twenty-five (25) years of age; and
WHEREAS the prevalence of chlamydia among young women in California is the highest in the nation; and
WHEREAS chlamydia is the leading cause of involuntary infertility; and
WHEREAS over seventy (70) percent of women and fifty (50) percent of men infected with chlamydia have
no symptoms, lack knowledge about the disease, and continue to transmit the infection to others; and
WHEREAS early detection and treatment of chlamydia will result in fewer complications, less infertility, and
reduced adverse pregnancy outcome; and
WHEREAS public education, screening and treatment are our most powerful resources against Sexually
Transmitted Diseases, particularly chlamydia; and
WHEREAS during the month of April, individual citizens,government agencies and private entities are joining
forces to encourage the wide spread implementation of proven Sexually Transmitted Disease control measures
targeted toward those persons at highest risk.
NOW, THEREFORE, LET IT BE RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA
COSTA COUNTY, CALIFORNIA, PROCLAIMS APRIL 1997 AS

RECOMMENDATION:
ADOPT the attached resolution proclaiming the week of April 20-26 as "National Infant
Immunization Week" and the month of May as "Toddler Immunization Month".
BACKGROUND:
A recent survey indicates that 40% of California Children are not up-to-date with their immunizations
by two years of age. Childhood diseases such as polio, measles, diphtheria, mumps and others still
pose a threat to non-immunized children, and complications of these diseases are often devastating.
During the month of May, area physicians will be making special efforts to encourage parents to
bring their young children in for needed immunizations. The Contra Costa County Health Services
Department Public Health division holds daily immunization clinics where toddlers can receive free
immunizations.

enforce the California School Immunization Law; and
WHEREAS the basic series of immunizations against childhood diseases should be
completed before a child's second birthday; and
WHEREAS the Contra Costa County Health Services Department, Public Health will
hold daily immunization clinics where toddlers can receive free immunizations; and
WHEREAS private physicians throughout the county also will be making special efforts
to encourage parents to bring their young children in for needed immunizations during May;
NOW, THEREFORE, LET IT BE RESOLVED BY THE CONTRA COSTA COUNTY
BOARD OF SUPERVISORS, That the Members proclaim the week of April 20-26 as
"National Infant Immunization Week"and the month of May as "Toddler Immunization Month"
and request the support of Contra Costa County residents and organizations in this effort to
protect our children between birth and two years from dangerous diseases.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. REMOVE Leonard Stefannelli as the representative of the Crockett Garbage
Company on the Crockett Area Interim Solid Waste and Recycling Committee,
as requested by the Crockett Garbage Service.
2. APPOINT Janna Coverston as the representative of the Crockett Garbage
Company on the Crockett Area Interim Solid Waste and Recycling Committee,
as requested by the Crockett Garbage Service.
3. AUTHORIZE the Crockett Garbage Service to name an alternate to Ms.
Coverston and to change the alternate from time to time without further action by
the Board of Supervisors.
4. DIRECT the Clerk of the Board to add the Crockett Area Interim Solid Waste and
Recycling Committee to the "Maddy Book" in order to make it easier to have all
relevant information about the Committee in one place.

BACKGROUND:
Staff has received a letter from Richard M. Granzella, President of Crockett Garbage
Service, indicating that Janna Coverston will be their representative on the Crockett
Area Interim Solid Waste and Recycling Committee, rather than Leonard Stefannelli,
who had been nominated earlier and appointed by the Board of Supervisors.
Staff is also asking that the Crockett Garbage Service be authorized to name an
alternate for Ms. Coverston and change that alternate from time to time without
having to go back to the Board of Supervisors each time.

Coverston and indicate that a substitute may be designated by Crockett Garbage Service
when needed?

Due to the death of Marika Urso, District 4 Mental Health Consumer
Representative to the Mental Health Commission, Supervisor DeSaulnier directs the
Clerk of the Board to apply the Board's policy to declare the position vacant.
Further, Supervisor DeSaulnier recommends Beth Lindberg, 4220 Clayton Road
#1-120 be appointed to the District IV Direct Consumer position on the Mental
Health Commission for a term to expire on June 30, 1999.
