GRANT WRITER PROJECT FOR THE COUNTY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. CONSIDER the feasibility of securing a grant writer to pursue financing for Board
determined priorities.
2. CONSIDER this pilot program at the budget hearings after specific areas have been
identified for financing.
BACKGROUND:
The ability of the Board of Supervisors to finance local priorities has been seriously eroded
over the years. It has been well documented how state imposed mandates on local
government coupled with property tax takeaways has severely limited local government
discretion in budgeting.
One option to improve County financing would be to establish a pilot program by hiring a
full time grant writer who would work full time to identify sources of revenue and secure
financing for County priority programs. The grant writer could be a firm or an individual and
would be required to obtain at lease five times the amount of grant monies than the amount
of.cost. The grant writer would be accountable to the Board of Supervisors, and would
serve to take pressure off of Department staff.

Several questions need to be discussed and the answers evaluated prior to deciding to
implement this program. These questions are listed below.
1. Is there a person or firm who has the expertise and skills needed for the job?
2. Will the conditions of the grants received allow the County needed flexibility to
adequately fund priority programs?
3. How do we finance the initial year of the project?
4. What is the process and procedures for formulating the work plan and selecting
funding priorities?
5. How will the grant writer work with the persons in departments who currently
prepare grants?
On April 7, the Finance Committee considered a proposal by Supervisor Uilkema to secure
a grant writer to pursue financing for Board determined priorities. After discussion, it was
agreed to recommend to the Board that the proposal be discussed at the budget hearings,
after specific needs and priorities have been identified.
