Martinez,Executive Director DATE: April 22, 1997 SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO SUBMIT APPLICATION FOR PARTICIPATION IN HUD'S MOVING TO WORK DEMONSTRATION PROGRAM SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit an application for participation in HUD's Public Housing/Section 8 Moving to Work demonstration program.,and to execute all forms necessary in this endeavor,as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: None.No general funds required. III. REASONS FOR RECOMMENDATIONBACKGROUND The purpose of the Department of Housing and Urban Development's(HUD)demonstration is to give Housing Authorities the flexibility to design and test various approaches for providing and administering housing assistance that reduce cost and achieve greater cost effectiveness;provide work incentives to promote resident self-sufficiency; and increase housing choices for low-income families. To achieve these goals,each selected Housing Authority will have considerable flexibility in determining how to use Federal funds it already receives, as long as it meets specified criteria. Furthermore,the selected Housing Authorities will be permitted to combine funds from the public housing and Section 8 operating budgets,and from the modernization programs, for uses which meet the purposes of the demonstration. Funds used in the demonstration(whether combined or not)are generally not subject to statutory and regulatory requirements of the public housing and Section 8 programs. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to authorize the Executive Director to submit an application for participation in the Public Housing/Section 8 Moving to Work Demonstration program,the Housing Authority would lose an opportunity to possibly participate in a program that would create and develop new programs for our Public Housing residents and Section 8 participants enabling them to obtain job training and job placement which would increase their earned income, thereby reducing their housing assistance from the Housing Authority.
