RECOMMENDED ACTION: Authorize the Board Chair to execute on behalf of the County, a Job Training Partnership Act (DTPA) Job Training Plan Modification (County #19-8252-0) for program year 1997-98 requesting authorization to expend DTPA Title IIA, IIB, IIC and Title III funds for the period July 1, 1997 through June 30, 1998 and further authorize the Executive Director, Contra Costa County Private Industry Council, to make non- substantive changes to said document as may be required by the State ' s Job Training Partnership Division (JTPD) /Employment Development Department . II. FINANCIAL IMPACT: None. One hundred percent federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: Via DTPA Directive Number D96-20 (dated April 2, 1997) , the State of California informed JTPA Service Delivery Areas (SDA' s) of the PY 1997/98 JTPA Job Training Plan Modification instructions . The final Job Training Plan Modification must be submitted to the State by 5 : 00 p.m. , Thursday, May 2, 1997 . This Plan must include an "approval" via signature of the Chief Elected Official of theSDA. Contra Costa County SDA this is the Board Chair) . The State has indicated that the modification Plan should indicate the following allocation figures : Title IIA 770 - $1,486, 329; IIB (Summer Youth Employment Training Program) - $1, 579, 997; IIC - $472, 940; Title III 500 - $1, 687, 214 ; and IIA 50-o/Older Worker - $110, 743 . The undersigned certify that they concur with the contents of this plan and agree that this plan shall be funded through subgrants executed between the above-named subgrantee and the State of California and that no such subgrant shall be executed without their concurrence. The undersigned also acknowledge that the unit of general local government, or each unit of general local government that is a member of a consortium described in California Unemployment Insurance Code (CUIC) 15025, shall be liable to the Employment Development Department pursuant to CUIC 15050 for all funds not expended in accordance with this division, and shall return to that agency all those funds.
