AUTHORIZATION TO SUBMIT GRANT APPLICATION FOR HEAD START TRAINING
AND TECHNICAL ASSISTANCE
SPECIFIC REQUFST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to submit a grant
application (County #39-815-11) to the U.S. Department of Health and Human Services
Administration for Children and Families in the amount of $10,923 for training and technical
assistance for parent policy council members and staff for the period from April 15, 1997 through
December 31, 1997.
II. FINANCIAL IMPACT:
If this grant application is approved by the U.S. Department of Health and Human Services
Administration for Children and Families (ACF), the $10,923 will be added via appropriation
adjustment to the current Head Start Budget. County, as the Grantee, is required to generate a 20%
non-federal match in the amount of$2,185.

A. The grantee certifies that it will provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture,
distribution, dispensing, possession or use of a controlled substance is
prohibited in the grantee's workplace and specifying the actions that will be
taken against employees for violation of such prohibition;
(b) Establishing a drug-free awareness program to inform employees about --
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation, and employee assistance
programs; and
(4) The penalties that may be imposed upon employees for drug abuse
violations occurring in the workplace;

condition of employment under the grant, the employee will--
(1) Abide by the terms of the statement; and
(2) Notify the employer of any criminal drug statute conviction for a
violation occurring in the workplace no later than five days after such
conviction;
(e) Notifying the agency within ten days after receiving, notice under subparagraph
(d)(2) -from an employee or otherwise receiving actual notice of such
conviction;
(f) Taking one of the following actions, within 30 days of receiving notice under
subparagraph (d)(2), with respect to any employee who is so convicted--
(1) Taking appropriate personnel action against such an employee, up to and
including termination; or

assistance or rehabilitation program approved for such purposes by a
Federal, State, or local health, law enforcement, or other appropriate

Background
The Grantee's philosophy regarding Training and Technical Assistance, as
stated in our basic grant, is to provide training to staff and parents that will:
• Strengthen program quality;
• Achieve a greater degree of staff and Family Wellness;
• Provide an environment which encourages /supports enrichment of self-
esteem,
• Promote acquisition of skills to address and overcome barriers; and
Enhance daily services to children and families.
We are continuing with the T/TA plan as stated in our basic grant application,
but two specific needs have arisen to which we would like to respond; the PA-20
allocation will enable us to do so. The first need is a request from the Policy
Council Chair, Elmira Sutton, to provide Mastering Meetings training for the
members of the Policy Council. The second need is to provide training to staff
and children on dealing with challenging behaviors of preschool children.
Mastering Meetings Training for Policy Council Members
During the past month, all management staff and selected support staff have
been given a three-day training on Facilitative Leadership by the Interaction
Institute for Social Change. This included a segment on Mastering Meetings.
The tools and techniques provided have completely changed the meeting styles
within our organization.
The workshops showed us how to plan, conduct, and follow through on meetings
in a way that maximizes the expertise, energy, and commitment of everyone who
attends. The training has taught us how to keep our meetings focused, facilitate
group decision-making, and create action plans. As a result, our earlier, aimless,
chaotic, unproductive meeting style is a thing of the past. We are accomplishing
twice as much in half the time. The training also has given us participation skills,
so we can present our goals and ideas in a positive and accepting environment.
Elmira Sutton, Chair of the Policy Council, wants this training for the Policy
Council. She recently participated in the training with management. ..In her own
words:

"My life will never be the same since I was given the opportunity to attend
the facilitative training on Mastering Meetings. The training is excellent,
because you actually get on-the-spot, hands-on training - so that you are
confident about the newly-acquired skills by the end of the training
session."
Many of the Policy Council members are serving their first term this year. They
are relatively inexperienced at participation in public meetings, and most do not
yet have the skills to be contributing members of the Policy Council. Chair
Sutton stated,
"My vision for the Policy Council members this year is to be able to take
some skills or training with them at the end of their term as a Policy
Council Rep. that will help them in pursuing their own individual goals.
These skills will also empower them to transition into PTA and Parent
Groups with relative ease."
We propose a one-day workshop for 25 members of the Policy Council,.
conducted by the Interaction Institute for Social Change of San Francisco. The
amount specified would cover registration, mileage, child care, materials, lunch /
refreshments for parents, and space costs.
Managing Challenging Behaviors of Preschool Children
Contra Costa County Head Start has emphasized the importance of providing a
nurturing and positive environment that supports the development of healthy
self-esteem within the classroom and the family. Head Start has always been a
leader in promoting a holistic approach to Family Wellness, which includes
addressing the emotional, social, and cognitive needs of individuals and families.
Generation after generation, families living in poverty (dealing with violence and
substance abuse) have experienced increased anger and lack of hope for the
future. Contributing to the mental and emotional instability of both parents and
children today are these factors: increasing child abuse, domestic violence, lack
of an extended family, and pressures resulting from welfare reform. As a result,
it is becoming more difficult to channel positively the out-of-control energy of
small children or enraged parents at our centers. Serious incidents (which once
were rare) are now common in most classrooms. Our internal resources have
been utilized to the fullest - but they no longer meet our needs.
There are increasing concerns about: 1) the safety of staff and other children in
the classroom when dealing with an out-of-control child while 2) still:observing
the management guidelines of both Head Start and Community Care Licensing.
(The seriousness of these behaviors requires us to take an in-depth look at what
our teachers can do within the confines of both Head Start and Community Care

• Licensing.) A case management system in use is responsive to the long-term
placement of children but, during the case-management process, children must
be managed within the classroom - so they are not dangerous to staff or other
children.
We propose the following:
• Over the summer, management will develop concrete policies and
procedures regarding behavior management skills that can be used in the
classroom with these children;
• A one-day training for staff in the use of these skills will be provided during
pre-service in the fall of 1997;
• A one-day training for parents on these same behavior management
techniques will be given in the fall. Parents whose children have been
identified as ones with difficult behavior will be encouraged to attend;.
• A second one-day, follow-up training for staff will be given by March 1, 1998 -
to address any questions or concerns that have come up as staff members
have used the techniques.
Increasingly, difficult behavior is not limited to children. (We are aware of the
general trend in society toward personal violence that occurs randomly and
• unexpectedly.) All of our staff will be participating in two full-day workshops
provided by the County Training Institute; these workshops are Violence in the
Workplace and Sexual Harassment. Our intent is to provide all staff with the
skills they need to deal effectively with a difficult situation at a moment's notice.
These skills will: 1) enhance their ability to deal positively with possible violence,
and 2) give them greater confidence regarding their ability to do so.
We hope you will approve these two proposals, which we think fit very well into
our T / TA goals to:
• Strengthen program quality;
• Achieve a greater degree of staff and Family Wellness;
• Provide an environment which encourages / supports enrichment of self-
esteem;
• Promote acquisition of skills to address and overcome barriers; and
• Enhance daily services to children and families.
On the following pages, you will find a breakdown of costs for this requested
T/TA Assistance Grant.
