SUBJECT: CONTINUING THE CHILD CARE TASK FORCE, MAKING REAPPOINTMENTS
TO THE CHILD CARE TASK FORCE, AND RESTRUCTURING THE SIZE AND
COMPOSITION OF THE CHILD CARE TASK FORCE
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. AGREE to continue the Child Care Task Force for an additional three years,
sunsetting May 31, 2000 unless the Task Force is continued prior to that date by
action of the Board of Supervisors.
2. ABOLISH the following seats on the Child Care Task Force, following the
appointment of the five individuals whose appointment is also on the Board's
agenda for April 22, 1997:
4 The vacant "Government" seat.
4 The vacant "Education" seat. ^
4 The vacant "Child Care Provider" seat.
4 The two vacant "Community-Based Organization" seats.
� The two vacant "Child Care Expert" seats.
3. MOVE Virginia Richardson from a Child Care Provider to a Child Care Expert
seat.

4. AUTHORIZE the Child Care Task Force to move members from one category to
another under the following circumstances:
✓ When there is a vacancy on the Task Force (with the understanding that the
Task Force now has 24 members), and
✓ When an individual who is a member of the Task Force qualifies for more than
one category, and
✓ When moving the individual from one category to another will still leave at
least one individual in each category, and
✓ When in the judgment of the Task Force moving the individual from one
category to another will provide the opportunity for better geographic, ethnic
or economic diversity or professional balance on the Task Force, and when
✓ The Task Force or its staff advises the Clerk of the Board in writing of the
change so the "Maddy Book" remains current and correct.
5. REAPPOINT Susan Petersen, Catherine Giacalone, Joyce Marolt, Lillie Woods,
Donna Daly, Shawn Guinn, Joan Means, Donna Patterson, Cathy Roof, D.D.
Carson, Sharon Krinard, Karen Lassell, Anne Fincke, Kate Ertz-Berger, Wilda
Davisson, Patricia Nash, Virginia Richardson, and Janet Tompkins to the Child
Care Task Force for new three year terms ending May 31, 2000.
6. AUTHORIZE the Child Care Task Force to recommend the appointment of
members to the Task Force when there is a vacancy on the Task Force, but not
a vacancy in the particular category in which the individual most logically fits and
the Task Force wishes to have the individual added to the Task Force to assist
in achieving better geographic, ethnic, or economic balance.
BACKGROUND:
At its meeting on March 26, 1997, the Child Care Task Force asked to have some
changes made in its composition. Currently the Task Force is a 31-member body
which has seats designated in several categories such as child care provider,
parent, child care expert, etc. The Task Force would like to have some flexibility to
move seats among these categories in order to achieve better economic, ethnic and
geographic diversity, while maintaining balance among the categories. The Task
Force would like to still have at least one individual representing each category but
otherwise would like to be able to be flexible in terms of exactly how many seats are
in each category at any point in time.
At the same time, our Committee believes that any advisory body of 31 members is
too large. There are several vacancies on the Task Force, even after five vacancies
have been filled, as recommended in a separate report from our Committee on this
agenda. We believe that the remaining seven vacant seats should be abolished in
order to reduce the size of the Task Force, but that in return for reducing the size of
the Task Force, the Task Force be given the flexibility to move members of the Task
Force from one category to another under the circumstances noted above.
