The Board of Supervisors of Contra Costa County, California
Adopted this Order on_April 22, 1997 . by the following vote:
AYES: Supervisors Rogers, Uilkema, Gerber, Canciamilla, DeSaulnier
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: Voluntary Freeze on Hospital Emergency and Critical Care Unit Services
Supervisor Gerber expressed concern that emergency department closures and hospital downsizing
may be leaving communities without adequate emergency services and supported a 90 day voluntary freeze
on the current status of these services being provided pending completion of the report to the Board from its
Family and Human Services Committee on this matter.
As requested by Supervisor Gerber,the Board hereby ENDORSES the letter of William B.Walker, M.D.,
Health Services Director, sent to all Alameda and Contra Costa Health Care providers requesting a 90 day
moratorium on changes to emergency room and intensive care facilities.
I hereby certify that this is a true and correct copy of
an action taken and entered on the minutes of the
Board of Supervisors on the date shown.

As you may know, the Contra Costa County Board of Supervisors has become
concerned that emergency department closures and hospital downsizing may be leaving
communities without adequate emergency services. On behalf of the Board, I am asking
each hospital to agree to a voluntary freeze on emergency and critical care unit services at or
above the level currently provided pending completion of a report to the Board from the
Board's Family and Human Services Committee. The Family and Human Services
Committee will consider this matter at its next meeting on April 28, 1997. It would be
helpful if you would respond to this request prior to the April 28th meeting of the Family
and Human Services Committee.
