C.100 LETTER, dated April 8, 1997, from John A. Coleman, President, Board of Directors,
East Bay Municipal Utility District(EBMUD), 375 Eleventh Street, Oakland, CA 94607,
transmitting Resolution No. 33038-97 adopted by the Board of Directors opposing the
extension of water service to the Tassajara Project.

C.101 LETTER, dated April 10, 1997, from Robert I Recker, Jr., President, Orinda Fire
Protection District, 33 Orinda Way, Orinda, CA 94563, requesting the Board to authorize
Fire Chief Allen Little to participate in discussions for contractual arrangement with the
County and the Contra Costa County Fire Protection District (Con Fire) to provide
services to the Moraga-Orinda Fire Protection District during the six-month transitional
period following the fire district merger election.

C.102 LETTER, dated April 11, 1997, from Thomas R. Adams, law firm of Adams &
Broadwell, 651 Gateway Boulevard, Suite 900, South San Francisco, CA 94080, advising
that after serious consideration CBE, the Sierra Club, and the Building Trades will not
stipulate to a further suspension of the operation of the Good Neighbor Ordinance.

RE: TRANSITIONAL SERVICES TO THE MORAGA-ORINDA FIRE PROTECTION DISTRICT
Dear Members of the Board:
As the communities of Moraga and Orinda approach the question of fire district merger we must begin
contingency planning for the passage of the ballot measures on June 3.With a successful election there
would clearly be insufficient time during the month of June to put in place a new organization to begin
independent operation on July 1. It is anticipated by all members of the proposed new board that a
continuing close and cooperative relationship with Consolidated Fire and the County will be beneficial to all
concerned parties. The two fire commissions,which includes all members of the new commission,will be
meeting jointly very soon to complete work on a plan to ensure an orderly and efficient transition to the new
organization.
The Orinda Fire Protection District Commission has held discussions with Chief Little about this transition.
Based on those discussions,Chief Little suggested that we request from the Board permission to enter into
discussions that would lead to a contractual arrangement with the County and Con Fire for the provision of
the services presently provided at the cost presently paid for an initial period of 6 months. During that 6
month period the new Moraga-Orinda Fire Board would prepare proposals for the County and Con Fire for
those services that it would wish to continue.
This request is being made on behalf of the Orinda Fire District and we anticipate that a similar request will
be forthcoming from the Moraga District. A letter of intent from the County to provide these services,
subject to a mutual acceptable agreement,would be most helpful in our present work on a transition plan.
Therefore,a speedy reply would be greatly appreciated.
