It is my understanding that this type of appointment would routinely be processed
through the Internal Operations Committee for a recommendation to the full Board.

Hermann Welm The Contra Costa Transportation Authority has just approved a restructuring of its Citizens
Robert K.McCleary Advisory Committee (also known as the Transportation Partnership Advisory Committee, or
Executive Director "TPAC") and is asking for your help in the appointment of new members. Positive citizen
involvement in our Growth Management and project delivery programs is of great importance
to the Authority, and is also a fundamental requirement of our enabling legislation. "
Under the new structure,each of Contra Costa's,nineteen jurisdictions is being invited to appoint
one citizen to serve on TPAC. Appointees should be citizens with an active interest in
transportation, planning and/or growth management who are willing to invest their time in
making a positive contribution to the Authority's on-going deliberations and policy decisions.
The Authority asks that you solicit applications from interested citizens and that your council or
board make a formal appointment by February 1, 1997. The fust meeting of the restructured
TPAC will take place in either late February or early March, 1997. In addition to the nineteen
appointment from the towns, cities and Contra Costa County, the Authority will appoint an
additional six members who will bring a countywide perspective to the TPAC discussions.
TPAC is expected to meet at least four times a year, and may meet more often at its discretion.
In addition, TPAC will be asked to appoint at least one sub-committee that will assist the
Authority in reviewing the annual Growth Management Compliance Checklists submitted by
local jurisdictions.
1340 Treat Boulevard Appointees to TPAC will be asked to serve for a two-year term. However,in order to provide
Suite 150 for over-lapping terms,twelve of the initial appointments will be for three years. Assignments
Walnut creek to the three-year terms will be done by lottery at the first meeting of the reconstituted TPAC.

Re: Individual recommended for appointment to an at-large seat on the Fish and
Wildlife Committee
The Contra Costa County Fish and Wildlife Committee has completed a process of screening and
evaluating individuals interested in serving on the Fish and Committee, and recommends that the
Board of Supervisors appoint Charles Morehouse to the at-large seat which was formerly held by
Arthur Whipp.
Mr. Whipp notified the Fish and Wildlife Committee several months ago that he intended to resign
from the committee due to a medical condition. Mr. Whipp has held an at-large seat on the
committee for approximately one year, and his term of office was to expire on February 28, 1998.
I understand that he will provide written notice of his resignation shortly.
Aware of Mr. Whipp's intentions,the Fish and Wildlife Committee("FWC") authorized me to send
a letter to every individual who has submitted an application to serve on the FWC since December
of 1994 (when the Board of Supervisors voted to reestablish the FWC)requesting that they contact
me to indicate that they remain interested in serving on the committee. I sent out sixteen such letters
and received an affirmative response from eleven people. The FWC reviewed the applications and
supplemental materials for these eleven people, and invited three of these applicants to an interview
at the February 18, 1997 FWC meeting. Following these interviews,the FWC unanimously selected
Mr. Morehouse as the most qualified candidate to recommend for the anticipated vacancy.
I assume that the appropriate next step is to request that this matter be placed on the agenda of an
upcoming Internal Operations Committee meeting (unless the proper procedure is to transmit the
FWC recommendation to the entire Board first?). I have included a copy of Mr. Morehouse's
application and supplemental materials,which you may need for the Internal Operations Committee.
Mr. Whipp's resignation letter will be forwarded as soon as it is received. Please let me know what
course I should pursue.

BACKGROUND:
The Central Contra Costa Transit Authority's Citizen's Advisory Committee consists
of 19 members, two from each of the cities in Central County and two from the
County, plus three selected by the Marketing and Planning Committee of the
Authority. The County has only had one member and one alternate. The member,
Irene Winsbury-Borcover, has resigned. Based on the Board's existing policy, the
alternate then assumes the seat of the member. We are, therefore, recommending
that the Board confirm that Mr. Burton has assumed the seat previously held by Ms.
Winsbury-Borcover. We are also going to recruit for the second seat and will return
to the Board with a recommendation to fill this second seat at a later date.

vacancies on the Contra Costa Resource Conservation District on the basis that the
District's Board of Trustees has now made appointments to these seats.
BACKGROUND:
The terms of office of the three members of the Contra Costa Resource
Conservation District expired November 30. 1996. The law provides that if the
Board of Supervisors does not fill these seats within 60 days, the District may
proceed to fill the vacancies. These vacancies were referred to our Committee on
January 14, 1997, almost at the end of the 60-day period. There was, therefore, no
time to recruit and interview candidates. As a result, the District has proceeded to
fill the three seats. There is, therefore, no reason to keep this item on referral and
we are asking that it be removed as a referral to our Committee without further
action.

(a) The term of office of the directors, except those fust elected, shall be four years. The expiration of
the term of any director does not constitute a vacancy, and the director shall hold office until his or her
successor has qualified.
(b)(1) As an alternative to the election of directors, the board of directors may, by a resolution
presented to the board of supervisors of the principal county, request the board of supervisors to appoint
directors, except those fust elected. In any election year, the board of directors shall file its request with
expiration and qualifies- the board of supervisors not later than 125 days prior to the election. A copy of the resolution shall be
furnished to the official responsible for conducting the election at the time it is presented to the board of
directors;
