HomeMy WebLinkAboutMINUTES - 04011997 - C34-C38 C. 3� Board of Supervisors Of Contra Costa County, State of California IN THE MATTER OF DECLARING ] APRIL 1997 AS CHILD ABUSE ] PREVENTION MONTH IN ] RESOLUTION NO. 97/131 CONTRA COSTA COUNTY 1 Whereas, Contra Costa County recognizes that children are its most important resource, and that they will shape and fulfill the County's future: and Whereas, the alarmingly rising numbers of reported cases of child abuse are cause for great concern and heighten the need for increased protection and improved services for abused and neglected children: and Whereas, the County realizes that this concern requires the joint efforts of medical, educational, social and criminal justice agencies, as well as active participation by alert and informed citizens: NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa County declares April 1997 as CHILD ABUSE PREVENTION MONTH in Contra Costa County, and that all citizens should dedicate themselves to the continuing need to combat abuse at every level. Deputy Clerk IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Proclaiming April 21-28, 1997 as TV Turn-Off Week In Contra Costa County Resolution No.97/ 132 WHEREAS, children spend an average of 28 hours per week watching television, which is more time than learning in school or engaging with parents; and WHEREAS, over 2,000 studies conclude that there is a cause-and -effect link between television viewing and disrespectful behavior, aggression,poor school concentration, childhood obesity, sleep disturbances; and WHEREAS,while children are immersed in passive television viewing, they are missing out on the challenging questions within live interactions which stimulate problem-solving capabilities and creativity; and WHEREAS, due to limited vocabulary and simple sentence structure of television, young children are in danger of not developing sufficient brain plasticity and flexibility during pre-school years; and WHEREAS, our youth receive 45,000 images of sex from TV during their formative years, creating pressure for early sexual experimentation; and WHEREAS, American television is the most violent in the world, with 70% of the violence being shown with no negative consequences; and i WHEREAS, the American Medical Association(AMA)has declared violence in the media to be a public health hazard; and WHEREAS, a one-week break from television allows us [1] to look with fresh eyes on the role that television has assumed in our lives, and [2] to reinstitute activities and interests forgotten about when we have easy access to the remote control; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors proclaims the week of April 21-28, 1997 be declared County-Wide TV Turn-Off Week and encourages all who reside in this County to participate. By J Deputy Clerk IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Declaring April 1997 as ) INCREASE THE PEACE - VIOLENCE ) RESOLUTION NO. 971 134 PREVENTION MONTH in Contra ) CQsta Count) ) WHEREAS, Contra Costa County has for the past 13 years been actively involved in innovative violence prevention efforts including the 1994 Action Plan for Violence Prevention, the 1995 countywide regulation of gun dealers, the 1996 countywide ban on sales of junk guns, and creation of regional partnerships to address violence prevention; and WHEREAS, violence has impacted every segment of the county population, particularly youth ages 10-19 who are at highest risk of gun violence, and men, women, and children of all ages who suffer the impacts of violence in the media, physical and sexual assaults, homicide, and domestic battering; and WHEREAS, the County's Health Services Department and the Juvenile Justice-Delinquency Prevention Commission along with Kaiser Permanente and John, Muir Medical Center have agreed to coordinate and sponsor April 1997 as "Increase the Peace - Violence Prevention Month;" and WHEREAS, Contra Costa County's community partnerships of Opportunity West (West County), Delta 2000 (East County), and the Center for Human Development (Central & South County) have agreed to prepare a series of violence prevention activities involving the schools, community groups, local government, and the general public for the month of April. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares April 1997 as INCREASE THE PEACE- VIOLENCE PREVENTION MONTH in Contra Costa County and encourages the active participation of the residents to help promote safe and violence free families and communities. Deputy Clerk IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA IN THE MATTER OF RECOGNIZING ) RESOLUTION NO. 97/ 145 HAROLD E.WIGHT, A.A.E. ,MANAGER ) OF AIRPORTS, CONTRA COSTA COUNTY ) ON THE OCCASION OF HIS RETIREMENT) WHEREAS, Harold E. Wight, A.A.E. , Manager of Airports, Contra Costa County, since May 1982, has made significant contributions benefiting the aviation industry, airport management profession, and the County; and WHEREAS, one of the most significant contributions of Mr. Wight' s career culminated with the opening of the new Contra Costa County Byron Airport . In the currently difficult climate that general aviation airports operate in, with airport after airport closing or restricting operations due to financial constraints or urbanization pressures, it is a very positive sign when an airport manager reverses the trend by constructing and opening a new facility; and WHEREAS, another significant accomplishment of his career has been the aggressive community relations outreach program undertaken at Buchanan Field Airport in Contra Costa County, California. Mr. Wight developed an airport promotional committee comprised of airport tenants, users, and neighbors that meets regularly to promote the airport within the community it serves; and WHEREAS, he has also overseen the installation of a state-of-the- art noise monitoring system and highly successful noise abatement program at Buchanan Field Airport; and WHEREAS, the intern training program implemented at Contra Costa County Airports under the direction of Mr. Wight benefits the County, the interns, and serves as an excellent working model for other airports nationwide. Under this program, airport managers-to-be are hired into their first job and provided with an invaluable two year entry level experience. To date, three candidates have successfully completed the program; and WHEREAS, in recognition of his many contributions, the American Association of Airport Executives awarded Harold E. Wight their 1996 Distinguished Service Award, their highest level of national recognition and in 1994, the Aircraft Owners and Pilots Association selected Harold E. Wight as Airport Manager of the Year, and in 1986, the Southwest Chapter of the American Association of Airport Executives selected Harold E. Wight as Airport Manager of the Year for the Southwest Region of the United States . NOW, THEREFORE, BE IT RESOLVED, the Board of Supervisors of Contra Costa County does hereby recognize Harold E. Wight, A.A.E. , on the occasion of his retirement for his fifteen years of service to Contra Costa County as Manager of Airports, and for his many accomplishments and honors received during that service. PASSED by unanimous vote of the Board Members present on this 1st day of April, 1997.
