SUBJECT: ONE YEAR LEASE RENEWALS, FOR BAYO VISTA CHILD AND FAMILY CENTER, INC.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE one year lease renewals for the Bayo Vista Child and Family Center,Inc., Rodeo and AUTHORIZE the
Executive Director of the Housing Authority of the County of Contra Costa to enter into a one year Lease Renewals with the
Bayo Vista Child Center, Inc. located in Bayo Vista,Rodeo, as stated in the attached Lease Renewals.

None.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Bayo Vista Child and Family Center,Inc. is used by the residents of Bayo Vista. The Center provides daycare for
their clients enabling them to attend school,go to job training,or be gainfully employed,and put them on the road to self-
sufficiency. These leases have been in effect since April, 1987 and April, 1992.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize the Executive Director to enter into a one year Lease
Renewals with the Bayo Vista Child and Family Center, Inc.,the residents may no longer be able to attend school,go to job
training, or be gainfully employed,and this would be a detriment to the development,as well as the community.

REDMWAL OF LEASE
THIS SUPPLEMENTAL AGREEMENT made and entered into this 1st day of
APRIL, 1997,by and between the HOUSING AUTHORITY OF THE COUNTY OF CONTRA
COSTA,hereinafter referred to as the"Authority",and BAYO VISTA CHILD AND FAMILY
CENTER, INCORPORATED,hereinafter to be referred to as the"Agency":
WITNESSETH.
WHEREAS,by lease agreement between the parties hereto, dated APRIL 1, 1992,
the Authority leased to Agency the right and privilege of occupying space in the KAYO VISTA
HOUSING DEVELOPMENT(Classroom,office and storage facilities) of the Authority;and
WHEREAS,the Agency desires and the Authority is willing that such lease be renewed
for the term of one year.
NOW,THEREFORE,the Authority for and in consideration of the promises and
covenants in the aforesaid lease,and other valuable consideration,the receipt of which is hereby
acknowledged, hereby agrees that said lease shall be,and it hereby is, renewed beginning
APRIL 1, 1997 and ending on MARCH 31, 1998.
The Agency hereby covenants and agrees that during the course of the renewal period the
Agency shall perform and be bound by all of the covenants and conditions contained in said lease
agreement of APRIL 1, 1991
IN WITNESS WHEREOF,the parties have set their hands the day and year first
hereinabove set forth.

SUBJECT: McAvoy Road Railroad Crossing Improvements, Bay Point Redevelopment Project Area
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Deputy Director - Redevelopment to execute a contract
between the County Redevelopment Agency and the Union Pacific Railroad Company for the
construction of improvements of the McAvoy Road railroad crossings located in the Bay Point
Redevelopment Project Area.
FISCAL IMPACT
No General Fund money will be used on this project. The total estimated contract amount is
$19,744, and will be funded out of Tax Increment Revenues as shown on the adopted FY
1996-97 budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment activity in Bay Point is to improve and upgrade the existing
infrastructure. McAvoy Road connects the Bay Point community to the waterfront, and is very
substandard. The Union Pacific Railroad Company has agreed to make permanent
improvements with financial participation from the Redevelopment Agency. Union Pacific
will be contributing approximately $73,000 to this project. These improvements will provide
safe access for residents of and businesses in the Redevelopment Project Area, in addition
to enhancing a major local economic development element.
