Bragdon Director of Community Development DATE: March 4, 1997 SUBJECT: Authorizing Vacation Usage SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the use of forty-five (45) hours of vacation during the months of June/July 1997 for Maureen Toms, employee #50326. FISCAL IMPACT After an extensive recruitment process, the Community Development Department selected an individual to fill the vacant Planner III position within the Redevelopment/Housing Division. BACKGROUND/REASONS FOR RECOMMENDATIONS Maureen Toms was appointed to the Planner III (Redevelopment - Current Planner) position on February 18, 1997. Ms. Toms had previously been a contract employee of this County's Public Works Department. At Public Works, and prior to her appointment to the Planner III position, Ms. Toms had requested and received authorization for a vacation from June 30 - July 7, 1997. Irrevocable time and financial commitments were made by Ms. Toms. Since this time will fall within the first six (6) month service period, it is recommended that an exception be made to Section 9.1 of the Salary Regulations which require that employees complete six (6) months service in a permanent position prior to using accrued cation. Part IV (Benefits and Allowances ) of Exhibit C 1995 - 1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488 shall ( 1 ) have included in Section G (Executive Automobile Allowance) , paragraph 3 (Appointed Department Heads ) , the Director of Information Technology. (The Director of Information Technology is designated as an appointed Department Head and is eligible for all department-head only benefits granted those employees ) and ( 2 ) , Section G. paragraph 3 (Appointed Department Heads ) shall have deleted the line: "District Court Managers I, II and III" Section G. shall have included as a new paragraph 4 : 4 . Part IV (Benefits and Allowances ) of Exhibit C 1995 - 1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488 shall have Section K Attorney Professional Development Allowance amended to ( 1 ) delete the class of Deputy County Counsel-Small Claims where listed and ( 2 ) revise the final paragraph as follows : "In addition, the County shall reimburse employees in the above listed classes and Deputy County Counsel-Small Claims-Fixed Term for California State Bar membership dues (but not penalty fees ) and for criminal and/or civil specialization fees if annually approved in advance by the Department Head. " 6 . Part IV (Benefits and Allowances ) of Exhibit C 1995 - 1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488 shall have Section L. Training amended to ( 1 ) change $215 in line 3 to $217 and ( 2 ) have the following sentence added to the end of the paragraph: "Reimbursement will now cover books necessary for courses taken and the higher reimbursement allowances shall be allowed for all expenses incurred on or after July 1, 1996 under the amended Administrative Bulletin 12.7 (Training) . " 7 . Part IV (Benefits and Allowances ) of Exhibit C 1995- 1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488 shall have Section J. Management Life Insurance amended to replace within parenthesis the reference to "Judges" with "Municipal Court Judges. " and to eliminate the phrase "and Judicial Officers" . 8 . Part VI (Terms and Conditions of Employment) of Exhibit C 1995 -1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488 shall have added the following Section I . : I. Fixed Term Attorney Classes - The Unrepresented Fixed Term Attorney classes listed below shall be eligible for all general Management Benefits noted in this Resolution with the following exceptions and exclusions: • Under Section I Initiatives A. Management 2 . 58 Longevity Pay Plan (exclusion) . 4 Under Section III Leaves With and Without Pay E . Annual Management Administrative Leave (exception) . Employees in the Fixed Term Attorney classes noted below shall be credited with forty (40 ) hours paid personal leave each January 1st . All other provisions of this section shall apply. F . Management Attorney Administrative Leave (exclusion) . • Under Section IV Benefits & Allowances J. Management Life Insurance (exclusion) . K. Attorney Professional Development Reimbursement (exception) . This benefit shall be administered in accordance with proration provisions for Fixed Term Attorneys as contained in the section. N. Management Long-Term Disability (exclusion) . 0. Annual Vacation Buy-Back (exclusion) . Classes affected are: Deputy County Counsel - Fixed Term (2EWD) Deputy County Counsel Small Claims - Fixed Term (2EWB) Deputy District Attorney - Fixed Term (2KWD) Deputy District Attorney - Fixed Term Flat Rate (2KWF) Any additional benefits granted to Unrepresented Management Attorneys while this Resolution is in effect shall be considered for extension to these fixed-term classes on a case-by-case basis . 9 . Part IV (Benefits and Allowances ) of Exhibit C) of Exhibit C 1995 1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488 shall have Section K Attorney Professional Development Reimbursement amended to increase the fiscal year maximum reimbursable amount from $350 in FY 96/97 to $425 and further increase the maximum amount in FY 97/98 to $500 . 10 . Part VI (Current Terms and Conditions of Employment) of Exhibit C 1995 - 1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488, shall have added the following Section J: J. LAFCO Executive Officer - In accordance with Resolution 96/90 of the Local Agency Formation Commission of Contra Costa County adopted by the Commission on August 14, 1996, the exempt class of Local Agency Formation Commission Executive Officer (ADS4) shall be eligible to receive all benefits and allowances provided to Appointed Department Heads in this Resolution. 11 . Part IV (Benefits and Allowances ) of Exhibit C 1995 - 1999 MANAGEMENT AND UNREPRESENTED EMPLOYEES COMPENSATION AND BENEFITS SUPPLEMENT of Resolution 96/488 shall have added the following Section Z : L. Continuing Education Allowance for Unrepresented Management Engineering Employees in the Public Works Department - Public Works employees in the classes of Associate Civil Engineer (NKVC) , Assistant County Surveyor (NSGA) , Engineering Technician Supervisor - Construction (NSHE) , Engineering Technician Supervisor - Land Surveyor (NSHD) , Engineering Technician Supervisor - Materials Testing (NSHC) , Deputy Public Works Director - Engineering (NAD1 ) , Deputy Public Works Director - Transportation Engineering - Exempt (NAD9 ) , Deputy Public Works Director - Operations and Maintenance (NAD6) , Senior Civil Engineer (NKHA) , Senior Traffic Engineer (NKHB) , Senior Hydrologist (N9HC) and Supervising Civil Engineer (NKGA) are eligible to participate in this program. For the annual completion of at least sixty (60) hours of approved education or training or at least three (3) semester units of approved college credit or approved combination thereof, the County will pay a Continuing Education Allowance in the amount of 2 .58 of monthly base pay in accordance with the following criteria: 1. The specific education or training to be completed must be submitted in writing by the employee to the Public Works Director or his designee prior to beginning the coursework. 2 . The education or training must be reviewed and approved in advance by the Public Works Director or his designee as having a relationship to the technical or managerial responsibilities of the employee's current or potential County job classifications(s) . 3 . Employees who qualify for this differential do so for a period of 12 months commencing the first day of the month providing that acceptable proof of completion is received by the public Works Director or his designee not later than the 25th of the preceding month.
