On this date the Board of Supervisors considered as information an announcement that
the East Bay Municipal Utility District will hold a scoping meeting on the San Ramon Valley
Master Plan Project on March 26, 1997, 1:30 P.M., at Park Place, 1385 Civic Drive at Broadway,
Walnut Creek.

The District presently supplies water to some 50,000 households within a 58-
square mile service area along the I-680 corridor between Walnut Creek/Pleasant
Hill and San Ramon. The District's San Ramon Valley service area has 19
pumping plants and 25 treated water reservoirs, supplied by water from the Walnut
Creek Water Treatment Plant.
The project to be reviewed in the San Ramon Valley Environmental Impact Report
is expansion of the existing Walnut Creek Water Treatment Plant and associated
transmission facilities to meet water service needs within the District's Ultimate
Service Boundary for the San Ramon Valley through 2020.

issues which should be addressed in a proposed Environmental Impact Report for

REVISED NOTICE OF PREPARATION(NOP)
for the
SAN RAMON VALLEY WATER SERVICE FACILITIES IMPROVEMENTS
ENVIRONMENTAL IMPACT REPORT(EIR)
To Responsible Agencies and Interested Parties:
(This NOP supersedes an earlier NOP for the referenced project, dated November 26, 1996. The project has been
redefined to focus on improvements related to expansion of capacity for the existing Walnut Creek Water Treatment
Plant including associated distribution system transmission improvements, with continued supply from the
Mokelumne Aqueducts in Walnut Creek).
The East Bay Municipal Utility District(EBMUD or District), as lead agency, is beginning an EIR for the San
Ramon Valley Water Service Facilities Improvements. We need to know the views of your agency as to the scope

connection with the proposed project. Due to the time limits mandated by State law,your response is requested at
the earliest possible date but not later than 30 days after receipt of this Notice. A description of the project
follows. Attachment 1 indicates the project location. Attachment 2 identifies the environmental topics to be
addressed in the EIR. Attachment 3 identifies potential pipeline alignments.
The District presently supplies water to some 50,000 accounts within a 58-square mile service area along the I-680
corridor between Walnut Creek/Pleasant Hill and San Ramon. This San Ramon Valley service area("Study Area,"
shown in Attachment 1)has 19 pumping plants and 25 treated water reservoirs, supplied by water from the Walnut
Creek Water Treatment Plant.
The District has identified the need for additional long-term treatment and transmission capacity and also critical
near-term projects for the San Ramon Valley. The near-term projects are needed to provide capacity through 2005,
until the long-term projects can be implemented. Environmental documentation has been completed for the critical
near-term projects,including Walnut Creek Water Treatment Plant(WCWTP)hydraulic improvements and
replacement of the Grayson and Hawthorne Reservoirs.
San Ramon Valley Water Service Facilities Improvements EIR
The project to be reviewed in the San Ramon Valley EIR is expansion of the existing Walnut Creek Water
Treatment Plant and associated transmission facilities to meet water service needs for the San Ramon Valley
through 2020 within the District's Ultimate Service Boundary(USB). The Long-Term Project Elements include:
expansion of filtration and clearwell capacity at the WCWTP, located in the City of Walnut Creek on Larkey Lane;
added capacity at the Danville Pumping Plant, located off Danville Boulevard,near Rudgear Road; about 4.5 miles
of large diameter pipeline (for the Danville Pumping Plant)to be routed from Ygnacio Valley Road in Walnut
Creek to Stone Valley Road in Alamo; and flow control improvements on Lafayette No.2 Aqueduct located at the
Lafayette Water Treatment Plant in Lafayette.
The EIR will analyze service requirements within the Ultimate Service Boundary. Project Alternatives, including
expanding the existing Upper San Leandro Water Treatment Plant and constructing a new water treatment plant at
Rifle Range Site near Upper San Leandro Reservoir,will be discussed in the Alternatives Analysis Section of the
EIR. Local(in-zone)projects,including reservoirs,pipelines, and pumping plants will generally be evaluated in the
EIR at a programmatic level.

Background
In October 1993,EBMUD adopted a long-term Water Supply Management Program that serves as a planning guide
to the provision of a reliable high-quality water supply to the entire EBMUD service area,up to and including the
Ultimate Service Boundary,through the year 2020. EBMUD and its consultants have now prepared a Master Plan
to address the issues of water service facilities in EBMUD's San Ramon Valley service area. The Master Plan
updates the San Ramon Valley Master Plan prepared in 1984 and addresses near and long-term facilities required to
meet customer demand within the District's Ultimate Service Boundary now and to the year 2020. The Plan
investigates both Long-Term Alternatives and Near-Term Improvements to the water distribution system and also
contains an informational assessment of impacts to the water system associated with the potential for serving areas
beyond the Ultimate Service Boundary but within the current Contra Costa County Urban Limit Line.
EBMUD has reevaluated the four Long-Term Alternatives that were considered in the 1984 Plan: Alternative 1,
Expand Walnut Creek Water Treatment Plant;Alternative 2,Extend Supply System from North;Alternative 3,
Extend Supply System from West; and Alternative 4, Extend Supply System from East. The District also
investigated a fifth Alternative,Non-Structural Measures to Reduce Treated Water Demand and/or Modify
Pumping Operations, and several variants of Alternatives 3 and 4. The alternatives were evaluated and ranked
based on their technical reliability, operational flexibility, economics,implementation flexibility,potential
environmental impacts, and institutional reliability and implementation logistics. Alternative 1 emerged with top
ranking and is the preferred project.
As noted above,the Master Plan describes several near-term(immediate)projects needed to increase treatment and
major treated water transmission capacity prior to 2005 (when a Long-Term Alternative needs to be in service).
The Near-Term Projects are being implemented and are common to all alternatives being studied. The District
prepared separate CEQA documentation for these near-term projects.
Draft EIR Schedule and Public Participation
The Draft EIR is currently scheduled for circulation in October 1997 and will be available for review and comment
for 45 days after its publication. Scoping meetings wili be scheduled in March, 199'1. informational meetings will
also be scheduled during July, 1997, for Trustee/Responsible Agencies and Interested Parties. You will be notified
in advance once meeting dates and times are selected.

B. DETERMINATION
On the basis of this initial evaluation:
I find that the proposed project COULD NOT have a significant effect on the environment,
and a NEGATIVE DECLARATION will be prepared.
I find that although the proposed project could have a significant effect on the environment,
there will not be a significant effect in this case because the mitigation measures described on
an attached sheet have been added to the project. A NEGATIVE DECLARATION
will be prepared.
