CONTRA Supervisor Mark DeSaulnier, Chairman y \ and Board Members Contra Costa County Board of Supervisors 651 Pine Street Martinez, CA 94553 Dear Supervisor Saulnier and Members of the Board: I am writing to share with you the concept I am developing which calls on community.organizations -- service clubs, business groups, churches, community based`organizations,-as well:as interested:citizens -- to"adopt":a.,fami,ly,,; ._ transitioning from public"dssistance to work and self=sufficiency I will invite our county's legislative delegation to join mein promoting this program on a county-wide basis. I havel shared this idea with Assemblywoman Dion Aroner, Chairwoman of the Assembly Human Services Committee, and will have further discussions with Senator Richard Rainey and Assemblywoman Lynne Leach on how we might all work together to implement this program. I would like to work with the Board of Supervisors and your staff to develop and identify existing mechanisms that would allow for direct participation by community organizations and interested parties to join us.in implementing welfare reform and transition to work. I believe this program will also help to increase public awareness about the "humah'side" of the welfare reform policy. It is important:that we promote a strong and positive community.spirit of shared responsibility for implementing welfare reform: Printed on Recycled Paper Supervisor Mark DeSaulnier and Members of the Board of Supervisors March 4, 1997 Page TWO I believe the "Adopt a Family" program will serve as a mechanism contributing toward the full utilization of available community resources to assist families in transition in need needs such as child care,job referrals, training opportunities, vocational guidance, emotional support, mentoring opportunities for all members of the family, supplying educational materials and transportation to work or training. I invite you to review the enclosed concept paper on the "Adopt a Family" program and urge the Board's support for the concept. I look forward to hearing from you. Sincerely, Tom Torlakson P TT:gro Enclosure cc: Senator Richard Rainey Asesmblywoman Dion Aroner Assemblywoman Lynne Leach Phil Batchelor, County Administrator John Cullen, Social Services Director Assemblyman Tom Torlakson 11 th Assembly District WELFARE REFORM: FAMILIES INTRANSITION COMMUNITY SUPPORT AGREEMENT ("Adopt a Family') Objective: • To provide support to families transitioning from welfare to work and self- sufficiency. • To provide for a mechanism for direct participation by community organizations and interested parties to join local government in implementing welfare reform and transition to work. • To increase public awareness about the "human side" of the welfare reform policy and promote a spirit of community and shared responsibility. • To utilize community resources available to assist families in transition in these areas -- including job referrals, training opportunities, child care, vocational guidance, emotional support, mentoring opportunities for all members of the family, supplying educational materials, transportation to work or training.. Participants: Service Clubs, Community Based Organizations, Business Organizations, Churches, interested citizens, Contra Costa County, Cities, Schools. General Parameters: Issue an invitation to community organizations to "adopt a family" (similar to "adopt a family" program during the holidays). Establish a screening process to appropriately match families with organizations. Develop an agreement between the organization and the family establishing mutual expectations on achieving a successful transition. Develop a process for recognizing participants (Certificate of Recognition).
