RECOMMENDED ACTION: ADOPT Resolution No.4002 supporting law enforcement and security programs for residents of public housing and participants in Section 8 assisted housing programs,as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Law Enforcement and Security programs are supported by the Housing Authority of the County of Contra Costa through its public and leased housing programs. There are no County general funds involved. III. REASONS FOR RECOMMENDATIONBACKGROUND The US Department of Housing and Urban Development(HUD)has mandated that local housing authorities conduct a Public Housing Management Assessment Program(PHMAP). The PHMAP program was established to monitor and evaluate management operations of housing authorities nationwide. One of the categories evaluated by HUD in the PHMAP program is"Security." This measures a Housing Authority's ability to track crime, its cooperative reporting arrangements,applicant screening system, its lease enforcement requirements and its ability to meet goals in drug prevention or crime reduction programs. The Housing Authority of the County of Contra Costa has established such programs and regularly partners with law enforcement agencies representing the Contra Costa County Sheriff's Department and the Pittsburg,Martinez and Antioch Police Departments. Additionally,the Housing Authority partners with other County, State,local and non-profit agencies in the delivery of services to residents. Having implemented such partnerships with law enforcement agencies qualifies the agency to receive a high score in this PHMAP category. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolution No.4002,the agency will not receive a high score in this category. This would jeopardize the"High Performer"status the Housing Authority currently has achieved.
