SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS

AUTHORIZE the Deputy Director - Redevelopment to execute a contract with Contra Costa
County for an evaluation of infrastructure needs/costs for the Northtown Area of Bay Point,
in the Bay Point Redevelopment Project Area; and
AUTHORIZE the Public Works Director or his designee to execute a contract with Contra
Costa County Redevelopment Agency for an evaluation of infrastructure needs/costs for the
Northtown Area of Bay Point, in the.-Bay Point Redevelopment Project Area. .
FISCAL IMPACT
No General Fund monies will be used for this project. The First Amendment increases the
contract amount by$16,500 to an amount not to exceed $50,000. Funds are included in the
adopted Redevelopment Agency budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In June, 1996 the Redevelopment Agency and the County approved a contract for the
evaluation of infrastructure needs/costs for the Northtown (North roadway) area

in the Bay Point Redevelopment Project Area. The Northtown Revitalization program
includes the initiation of major and comprehensive infrastructure and community
improvement planning for the area north of Willow Pass Road and east of Bailey Road.
Approximately $2.0 million in Redevelopment Bond Proceeds will help launch the "Bay
Point-Northtown Revitalization Program."
