SUBJECT: ACCEPT THE RESIGNATION OF JERRY SCOTT FROM THE
COUNTY CHARTER COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT the resignation of Jerry Scott from the County Charter Commission,
DIRECT the Clerk to apply the Board's policy to filling the vacant seat and REFER
the vacancy to the Internal Operations Committee.
BACKGROUND:
The County Administrator's Office has received a letter from Mr. Scott resigning from
the County Charter Commission. It is, therefore, appropriate for the Board of
Supervisors to accept Mr. Scott's resignation.

SUBJECT: INITIAL MAILING FOR MARCH 7, 1997 MEETING
Because of the volume of material that has been requested for the March 7, 1997
meeting of the Commission, I thought it best to begin to mail it to you on a flow basis
as the material becomes available.
Enclosed are the first three pieces:
1. The report from the San Diego Region Citizens' Commission on Local
Government Efficiency and Restructuring (SANCoGER).
2. The 1979 report from the Contra Costa County Citizens Governmental Review
Committee. At the end of this report are some related materials from a 1972
exploration relating to a county charter for Contra Costa County. You will note
that the then-County Administrator did not particularly favor a charter.
3. A copy of the Recommended County Budget for the 1996-97 (current) fiscal
year. This document provides much of the information we understand the
Commission was asking for in terms of the specific programs the County
operates, which of them are mandated, and to what extent they are mandated.
This document should also provide you with additional background on the
complexity of County government and the range of programs that are
administered by the County. Note that the budget figures will not completely
match the current adopted budget because some changes were made
between the presentation of the Recommended Budget and the adoption of
the Budget by the Board of Supervisors. In addition, other changes in
appropriations and revenues are made on nearly a weekly basis by the Board.
This does, however, reflect accurately the relative funding levels of programs
as of last summer.
