CONFIRM that Maria Theresa Viramontes, alternate General Public member of the County Charter Commission, has taken the seat previously held by F.A. "Bud" Stewart, who has resigned. 2. ADD one additional alternate Business seat, bringing the total to three. 3. RANK the three alternate Business seats as Seat #1, Seat #2 and Seat#3. 4. ADD one additional alternate General Public seat, bringing the total to three. 5. RANK the three alternate General Public seats as Seat #1, Seat #2 and Seat #3. 6. ADD one additional Labor seat, bringing the total to two seats. 7. DIRECT the Clerk of the Board to remove from the Maddy Book entry for the County Charter Commission the name of Bill O'Malley and the seat to which he was appointed. 8. DIRECT the Clerk of the Board to correct the Maddy Book entry for the County Charter Commission to reflect a seventh Private Business seat to which Don Ritchey, 485 Hartz Avenue #105, Danville, CA 94526 was appointed on November 19, 1996. ADOPT as Board policy that an alternate automatically takes his/her seat upon the Board's delcaring that a vacancy exists. -2- c'�9 w IOC-01 BACKGROUND: On January 28, 1997, the Board of Supervisors referred to our Committee the responsibility to interview for vacant seats on the County Charter Commission and determine whether the makeup of the Commission should be changed to encourage more diversity, including whether the three additional General Public seats recommended by Supervisor DeSaulnier should be created. We have recruited for all vacant seats and received 16 applications. All applicants were invited to be interviewed on March 11, 1997. Eleven of the 16 applicants showed up for the interview. We were extremely impressed with the caliber, background, and knowledge of all the applicants. We are sorry that all of them cannot be appointed. We have recommended the creation of two additional alternate seats, one for Business and one for the General Public and one additional Labor seat, in addition to the three additional General Public seats recommended by Supervisor DeSaulnier. We have tried to balance the diversity and geographical distribution of the Commission by recommending the appointment of three women, two additional individuals from East County and two additional individuals from West County. -3-
