The Board members discussed the dates referenced in the attached letter and then took the following action: 1. DIRECTED the Chair, Board of Supervisors, and the Clerk of the Board to confer and calendar a date for the Supervisors to visit the History Center of the Contra Costa County Historical Society. Agree to meet with the Board of Directors, East Bay Municipal Utility District (EBMUD) at Park Place in Walnut, Creek at 6: 30 p.m. on one of the following dates: a. Wednesday, April 9, 1997; OR B. Thursday,, April 10, 1997 . OR 2 . Propose other dates for the EBMUD Board to consider for the joint meeting. BACKGROUND: The Secretary to the Board of Directors, EBMUD, has contacted the Clerk of the Board to arrange a date for a joint meeting with the two boards to discuss issues related to the delivery of water service to EBMUD customers in Contra Costa County. It has been the practice of the Board of Supervisors to meet once a year with the EBMUD Board of Directors. Should either of the dates being proposed not be convenient, the Board of Supervisors may want to suggest other dates for the EBMUD Board to consider. Y DATE: March 11, 1997 SUBJECT: Joint Meeting with the Countywide Youth Commission (CYC) SPECIFIC REQUEST(S)OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION RECOMMENDATION: Schedule a joint, town hall-style, meeting between the Board of Supervisors and the Contra Costa Countywide Youth Commission, including the public (especially other young people), to discuss youth issues in the County. BACKGROUND: The Countywide Youth Commission has been in existence for two years and is charged with providing a link between youth and the Board of Supervisors. CYC has done an exceptional job at giving its feedback to the Board and being a voice for - youth. Last year, CYC's project, Youth VOTE '96, engaged 8,500 Contra Costa high school students and 27,000 Bay Area students in the voting process and produced an interesting and informative guide as to where youth stand on important issues. Youth VOTE proved that youth do care about their environment and want their voices to be heard. It is in the best interest of the Board to take advantage of the creativity, honesty, and enthusiasm of the 25 young people who have been appointed to advise the Supervisors on issues pertaining to youth. By meeting face to face with the Youth Commission, Supervisors will be able to hear first-hand what their young constituents think and feel and will allow'the Board of Supervisors to incorporate the opinions and ideas of the youth commissioners into the policies set by the, Board. The meeting would be a "special meeting" and take place outside of the Board's regular meetings at a central location other than the Board of Supervisors' chambers which will accommodate a roundtable, town hall-style discussion. An evening time during the month of April 1997 (possibly the 23rd) will be targeted to schedule the meeting. Agenda items will be selected from recommendations from CYC and the Supervisors and could range from discussion on the Future Corps Foundation and the Children's Accountability Act to the juvenile justice system, substance abuse and violence prevention, and education. The meeting would be broadcast on CCTV so all county residents will benefit from the exchange.
