I am. writing to you as a concerned .citizen of Martinez to urge you to establish the
Industrial Neighbor Ombudsman position as recommended by the Regional
Accident Prevention Coalition.
We need to appoint an independent Ombudsman to handle complaints regarding
impacts of industrial accidents and facili=ties on public health and the environment.
This position needs to be truly independent, report directly to t.qe Board of
Supervisors, and have full powers to investigate.
The county needs to win back credibility with neighbors they serve in this area. As
recent tragedies have shown, chemical accidents continue to happen at an alarming
rate. In addition, currently it is unclear to the public who exactly they should
complain to in County agencies about toxic spills and ether industrial concerns.
Much technical staff time and Board of Supervisors time is now wasted dealing
directly with these concerns.

There are many models for Ombudsman programs in the nation. We don't have to
reinvent the wheel, just adapt it to our particular needs. They are a tried and true
solution for this type of problem. Please inform me on developments on this
important issue.
