Bragdon '" C °" J Director of Community Development DATE: March 11, 1997 SUBJECT: Small Business Outreach Survey SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Chair of the Board of Supervisors to execute the transmittal letter accompanying the County's Small Business Outreach Survey. FISCAL IMPACT No General Funds are involved. BACKGROUND/REASONS FOR RECOMMENDATIONS The Small Business Outreach Survey (see Attachment 1) is a major element of the County's Business Retention Program, and is designed to provide staff with the opportunity to locate and subsequently interview small businesses that are "at risk" of closing or relocating out of the County. The survey will be sent to approximately 1,100 small businesses that are located within the unincorporated part of Contra Costa. Small businesses with 5-100 employees are targeted for this effort. A different program will be developed for larger businesses. It is expected that the survey will elicit a greater response rate if the transmittal letter is signed by the Chair of the Board of Supervisors. We believe that the County's economic vitality rests with the health of its small business community, and we are therefore committed to providing you with quality customer service and maximum assistance for your business to grow and prosper. I am asking your assistance in meeting the County's goal of providing quality customer service to residents and business owners in the unincorporated communities in the County by completing the attached Small Business Outreach Survey. The survey is brief and designed to provide the County with a"quick read" of critical concerns/issues you face as a small business owner. Upon receiving your completed survey, County representative(s) would like to meet with you so that we may gain a better understanding of your business needs and thereby serve you better. We would also like to apprise you of the County's Business Retention, Expansion and Attraction Incentive Program, as well as any technical or service-related assistance available in the County.
