Development Corporation - North Richmond Redevelopment Project

SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Redevelopment Director to sign a contract
with Community Housing Development Corporation for administrative
support relative to several affordable housing projects for the North
Richmond Redevelopment Project Area.
FISCAL IMPACT
No General Fund money will be used on this project. The total`
contract amount is $35, 000 and will come from the North Richmond
Redevelopment Project Area Housing Set-Aside funds for Fiscal Year
1996-97 . The project is included in the Agency budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment activity in North Richmond is to improve and
expand the supply of affordable housing. The North Richmond Municipal
Advisory Committee (OMAC) has considered and recommende - the above
action.

Community Housing Development Corporation ' (CHDC) , a non-profit
housing developer, is working with the Agency on both the Parkway
Estates and North Richmond Senior. Housing affordable housing
projects. As a new non-profit organization, CHDC has not been able
to generate sufficient developer revenue to cover administrative
costs . CHDC requested the Agency finance a portion of their
administrative costs, with the understanding that the proportional
amount of staff time be earmarked for the North Richmond
Redevelopment Project Area affordable housing programs. CHDC has
requested, and also received, administrative support from the City
of Richmond.
