L DATE: March 11, 1997 rTA CU�N� SUBJECT: AMBROSE CENTER CARNIVAL APRIL 10-13, 1997 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Approve license and a waiver of fees for the Ambrose Lion's Club and Ambrose Recreation and Park District Carnival as recommended by the County Administrator and Sheriff. FINANCIAL IMPACT: NONE BACKGROUND: The Ambrose Recreation and Park District has requested a waiver of a license application and permit fees for a carnival, to be held April 10-13, 1997 that it is co-sponsoring with the Ambrose Lion's Club. In accordance with County Ordinance 56-5.002, a license is required for such an event. The fee for such a license can be waived per Chapter 56-2.006 License Fee exemptions if the event is sponsored by organizations whose principal purpose is charity, educational benefits, civil purposes or general welfare and public interests. Both the Ambrose Lion's Club and Park and Recreation Districts qualify with this E category. This is an ongoing annual event for which a waiver of fees has been granted in the past. Furthermore, County Ordinance Code, Section 56-2.010 provides that the enforcement fall under purview of the Sheriffs Department. The site of the carnival will be a vacant lot located at the comer of Willow Pass Road and Clearland Drive in Bay Point. This lot is owned by the Park and Recreation District. Because of the Sheriffs staffs review of this event and its concurrence with the following agreed upon conditions, there is no objection to granting a license and fee exemption. Conditions for Carnival Operations • Position mechanized rides as far away from surrounding neighbors' fences as possible. • Minimize any direct light flooding into neighbor's windows. • Direct carnival "goers" traffic to the Ambrose Recreation Center's lot.. • Patrol neighboring streets to ensure proper parking on the streets. • Reduce noise levels of amplified music and curtail its play at an early hour. • Establish an ongoing litter patrol crew for the duration of the carnival and ensure a total cleaning of the neighbor area surrounding the carnival after conclusion of the event. • Providing a key contact person with immediate access for concerns over the carnival's operations cc: Lt.
