RECOMMENDATION:
Adopt resolution confirming Tentative Report for CSA EM-1 (Emergency Medical Services) and declaring intent
to levy specified service charges as assessments to be collected with the FY 1996-97 property taxes.
BACKGROUND:
Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical
service system as approved by the voters with the passage of Measure H in November 1989. This CSA is now
in its sixth year of operation. Enhanced EMS services include (1) the addition of paramedic ambulance units
available to respond to 9-1-1 calls; (2) training and equipping firefighters countywide with automatic defibrillators;
(3) improvements in the communications systems used for providing base hospital medical direction to paramedics
in the field and for dispatching ambulances; and, (4) providing caches of medical supplies stored at fire stations
for use in multicasualty incidents or disasters.
The basic assessment rate proposed for Zone B, comprising all the area of Contra Costa County except for San
Ramon Valley, is $10.00 per single family residence or benefit unit. The rate proposed for Zone A (San Ramon
Valley), which does not include paramedic ambulance subsidy, is $3.94. The proposed FY 1996-97 rates compare
to FY 1995-96 rates of $9.22 for Zone B and $3.94 Zone A.
FISCAL IMPACT:
No General Fund impact. Proposed FY 1995-96 assessments for CSA EM-1 total $4,462,271.82.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to set the CSA EM-1 assessment rate prior to August 10, 1995 may result in the EM-1 assessment not
being included in the property tax bills.

SUBJECT: Confirmation of Tentative Report for County Service Area EM-1
(Emergency Medical Services), Fiscal Year 1996-97, and Approval of
Assessments.
WHEREAS County Service Area EM-1 has been established to provide enhanced
emergency medical services as miscellaneous extended services pursuant to the County
Service Area Law (Government Code Sections 25210.1 and following);
WHEREAS the Tentative Report for CSA EM-1, Fiscal Year 1996-97 has been filed
with the clerk of the Board pursuant to Ordinance Code Section 1012-2.602;
WHEREAS the Tentative Report sets forth proposed service charges for Zone A and
Zone B, which have been established within CSA EM-1 to receive specified miscellaneous
services;
WHEREAS notice of Board hearing has been published pursuant to Government Code
Section 6066; and
WHEREAS at the public hearing, the Board afforded to every interested person an
opportunity to make a protest or objection to the Tentative Report either in writing or orally
and the Board has considered each protest and objection;
BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the
Tentative Report for CSA EM-1, Fiscal Year 1996-97, and hereby declares its intent to levy
the service charges identified therein as assessments for fiscal year 1996-97. The service
charge for each parcel shall appear as a separate item on the tax bill to be collected at the
same time and in the same manner as ordinary county ad valorem property taxes and subject
to the same penalties and the same procedure and sale in case of delinquency.

County Service Area EM-1 (Zones A and B)
Tentative Report
Fiscal Year 1996-97
County Service Area EM-1 has been established to provide enhanced
emergency medical services as a miscellaneous extended service
within two designated zones:
Zone A: Those parcels located within the territories of
any one of the following: the Town of Danville,
the City of San Ramon, the San Ramon Valley Fire
Protection District, and the Tassajara Fire
Protection District.
Zone B: Those parcels located within Contra Costa County,
but not within Zone A, above.
SERVICE CHARGES will be levied on each parcel based upon a
formula using the following factors:
BENEFIT' UNIT: A number of BENEFIT UNITS has been assigned
to each parcel based upon the Assessor's Use
Code classification. For example, a single
family residence (Use Code 11) is assigned
one BENEFIT UNIT. Parcels with other Use
Code classifications are assigned a number of
BENEFIT UNITS based upon the relative benefit
from the miscellaneous extended services
provided under CSA EM-1. Exhibit A is a
Table of BENEFIT UNITS showing the number of
BENEFIT UNITS assigned parcels for each Use
Code classification.
RATE: The RATE is the dollar amount of the SERVICE
CHARGE levied per BENEFIT UNIT. Separate
RATES have been established for each zone
based upon the miscellaneous extended
services to be provided within that zone.
The formula for calculating the SERVICE CHARGE on each parcel is
as follows:
SERVICE CHARGE = BENEFIT UNITS x RATE
Zone A
The RATE which has been established for Zone A is:
$3.94 per BENEFIT UNIT
Exhibit B is the "Zone A - Table of Service Charges, " showing the
SERVICE CHARGE establ'ished. for each parcel according to its USE

CODE. A description of each parcel and the USE CODE number
assigned thereto is contained in Exhibit C.
The total SERVICE CHARGES for Zone-A are $170';416.82 based upon
36,505 ASSESSED PARCELS.

$10. 00 per BENEFIT UNIT
Exhibit D is the "Zone B - Table of Service Charges, " showing the
SERVICE CHARGE established for each parcel according to its USE
CODE. A description of each parcel and the USE CODE number of
assigned thereto is contained in Exhibit E.
The total SERVICE CHARGES for Zone B are $4,292,855.00 based upon
245,842 ASSESSED PARCELS.

LEGAL NOTICE
Notice is hereby given that on Tuesday, July 16, 1996 at 1:15 p.m. in
Room 107, 651 Pine Street, Martinez, CA the Contra Costa County
Board of Supervisors will consider a tentative report relating to basic
service charges for CSA EM-1 (enhanced emergency medical services)
for the year 1996-1997.
A copy of the report is on file and may be inspected at the office of
the Emergency Medical Services Agency, 50 Glacier Drive, Martinez,
CA. This report, together with its accompanying documents, indicate
the service charge for each parcel of property. These documents are
available for inspection Monday through Friday, 8:30 a.m. - 12:00
noon and 1:00 - 5:00 p.m. The service charge for a residential single-
family dwelling will not exceed $10.00.
Any written objection or protest to the tentative report should be filed
with the Clerk of the Board of Supervisors, 651 Pine Street, Room
106, Martinez, CA prior to the hearing.
