HomeMy WebLinkAboutMINUTES - 07161996 - D7 D. 7 BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on July 16, 1996 by the following vote: AYES: Supervisors Rogers, Bishop, DeSaulnier, Torlakson, and Smith NOES: None ABSENT: None ABSTAIN: None ----------------------------------------------------------------- ----------------------------------------------------------------- SUBJECT: Hearing On Appeal By Gene DeMar and Kathleen VanWinckel and Hotel Employees, Restaurant Employees and Bartenders Union, Local 2850, AFL-CIO of the Contra Costa County Planning Commission' s Decision To Approve Final Development Plan (DP953089) and Land Use Permit (LP952099) , Leisure Sports Inc . and Leisure Sports Inc . and HBC Associates, Pleasant Hill BART Station Area. This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the appeal by Gene DeMar and Kathleen Van Winckel, and Hotel Employees, Restaurant Employees and Bartenders Union, Local 2850, AFL-CIO from the decision of the Contra Costa County Planning Commission to approve the Final Development Plan (DP953089) to construct a health club and hotel with associated restaurant and parking structure;and Land Use Permit (LP952099) for a use permit to construct a health club and hotel with associated restaurant, Leisure Sports Inc . , applicant, and Leisure Sports Inc. and HBC Associates, owners, in the Pleasant Hill BART Station area. The proposed amendment is to change the use from 250, 000 square feet of office use to a hotel with 175 rooms and to approximately 69, 000 square feet for an athletic club with associated restaurant and parking structure . Dennis Barry, Community Development Department, presented the staff report on the appeals, commenting on the proposed modification to the preliminary development plan and the approval of the final development plan. Mr. Barry also commented on the modification proposed for Condition 35, relative to the offer of dedication. Bob Farrone, -Public Works Department, commented on the requested changes to Condition 35 . The Chair opened the public hearing and the following persons presented testimony: Robert Schroder, 1410 N. Supervisor Bishop suggested that the hearing be continued and she commented on issues including the integrity of the Iron Horse Trail and on traffic impacts . Supervisor DeSaulnier suggested continuing the hearing to August 13 , 1996, to allow time to receive the draft traffic study and to have the Pleasant Hill BART Steering Committee meeting and to address concerns that have been raised at a meeting of the East Bay Regional Park District Liaison Committee . Supervisor Bishop concurred with continuing the hearing to August 13 , 1996, at 2 P.M. D•� Supervisor Torlakson suggested that there be meetings with staff and the community to share information obtained between now and August 13 , 1996, and he commented on the information needed to address the issues before the special meeting of the East Bay Regional Park District Liaison Committee, and he also commented on the development of a future process for other projects . Supervisor Bishop expressed that there was a need for meetings with the community on the issues that have been raised and a need to share information with the community. Supervisor Rogers expressed support for the project and the possibility of getting people to use mass transit . Supervisor Smith expressed concerns he wish to have addressed by staff in their report on August 13 , 1996, on issues including the economic need for this type of use in the region, and the jobs/housing balance and compliance with Measure C requirements .
