SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: ADOPT the attached resolution supporting Contra Costa County's application for HUD Lead-Based Paint Hazard Control Grant Program funding. FISCAL IMPACT; If the grant application is successful, $6 million would be available to help make housing safe from lead hazards in Contra Costa County over the next three years. A 10% match is required, which can be fulfilled with Community Development Block Grant (CDBG) and/or city redevelopment agency funds. BACKGROUND: The Contra Costa County Lead Poisoning Prevention Project (LPPP), within the County Health Services Department, currently receives approximately $120,000 per year from the State of California to provide medical follow up, environmental investigation and education to families of lead poisoned children.. This state funding may,not be used to remediate lead hazards found in housing. The Contra Costa County Community Development Department administers the Community Development Block Grant (CDBG) and. HOME Investment Partnership Act (HOME) programs on behalf of the County. These funds typically are provided through zero-interest, deferred loans. While lead abatement is a required component of the County rehabilitation programs, it has not been the primary focus. The Contra Costa County Health Services Department, in partnership with the Contra Costa County Community Development Department is seeking funding to reduce and/or eliminate the sources of lead poisoning for county residents, primarily children under age 6. Housing contaminated by lead-based paint, dust, or soil is the major source of lead exposure in the county. In the past three years, over 340 lead poisoned children have been identified in Contra Costa County. About 45% of the children are from the Richmond/San Pablo area and almost 30% are from the Pittsburg/Antioch area. Countywide, approximately 50,000 children under 6 ( the age group most susceptible) are at risk of lead poisoning because they live in housing built before 1978 when paint contained lead. Through a partnership between the Health Services and Community Development Departments, Contra Costa County is applying for up to $6 million in funding available through the U.S. Department of Housing and Urban Development Lead-Based Paint Hazard Control Grant Program. This funding will go toward remediation of lead hazards, which will 1) improve substandard housing conditions; 2) help preserve the stock of affordable housing; 3) create a benefit for property owners and tenants; 4) protect children from lead exposure; 5) create local employment opportunities; and 6) involve local residents. The grant application is due by July 30. Lead hazard control work would be concentrated in the areas where lead poisoned children have been found and where the condition of housing is substandard, primarily the cities of Pittsburg, Richmond and San Pablo and the unincorporated areas of North Richmond and Bay Point. IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In Support of Contra Costa ) County's application for ) HUD Lead-Based Paint ) Resolution No. 96/ 304 Hazard Control Grant ) Program funding. ) WHEREAS, childhood lead poisoning is one of the most serious environmental health hazards faced by children today; and WHEREAS, the Contra Costa County Lead Poisoning Prevention Project (LPPP)provides needed services to lead-poisoned children, their families, health care providers and the community, as mandated by state law; and WHEREAS, the Board of Supervisors has established a priority for the maintenance and rehabilitation of housing affordable to lower income households in the Contra Costa Consolidated Plan and the County's Housing Element; and WHEREAS, the Board has previously approved the use of Community Development Block Grant (CDBG) and HOME Investment Partnership Act funds allocated to the County through the U.S. Department of Housing and Urban Development for the rehabilitation of affordable housing; and WHEREAS, these funds are administered on behalf of the County by the Community Development Department; and WHEREAS, over 50,000 young children are at risk of lead poisoning in Contra Costa County and over 340 lead-poisoned children have been identified in Contra Costa County in the last three years; WHEREAS, current lead poisoning prevention funding from the state may not be used to remediate lead hazards in housing faced by families; and WHEREAS, the Contra Costa County Health Services Department, in partnership with the Contra Costa County Community Development Department, is seeking up to $6 million in funding for remediation of lead hazards over a 3 year period; NOW THEREFORE BE IT RESOLVED, that Contra Costa County Board of Supervisors supports Contra Costa County's application for HUD Lead-Based Paint Hazard Control Grant Program funding.
