Martinez,Executive Director DATE: July 16, 1996 SUBJECT: RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE A LEASE BETWEEN THE COUNTY OF CONTRA COSTA COMMUNITY SERVICES DEPARTMENT AND THE HOUSING AUTHORITY. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: ADOPT Resolution No. 3779 authorizing the Executive Director of the Housing Authority of the County of Contra Costa to execute a lease between the County of Contra Costa Community Services Department and the Housing Authority of the County of Contra Costa for Housing Authority property at 94A Medanos Avenue, Baypoint, CA for the Lavonia Allen Child Care Development Center. II. FINANCIAL IMPACT: The Housing Authority will receive $300.00 per month with 10%annual increases for the remaining term of the five year lease. III. REASONS FOR RECOMMENDATIONBACKGROUND The Lavonia Allen Child Development Center located at 94A Medanos Avenue, Bay Point had been leased to the United Council of Spanish Speaking Organizations (UCSSO) until the County took over their Head Start Program in September 1995 at which time the lease between the Housing Authority and UCSSO was assigned to the County Community Development Department. Since then a formal five year lease has been negotiated with between the County Community Development Department and the Housing Authority. This lease, prepared by the County General Services Department, is attached hereto. The lease provides for an initial monthly rent of$300 and subsequent annual increases of 10%. The use of the premises is solely for the purposes of conducting the County's Head Start Program, child development, or child care programs. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution 3779, the Housing Authority would not be able to provide facilities for the County's Head Start Program at this site. ATTESTED July 16, 1996 PHIL BATCHELOR,CLERK OF THE BOARD OF COMMISSIONERS AND COUNTY ADMINISTRATOR BY DEPUTY THE BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO.3779 WHEREAS, it is the policy of the Housing Authority of the County of Contra Costa to provide child care facilities at each of it's Family Public Housing Developments; and WHEREAS,the Housing Authority has constructed Lavonia Allen Community Center at it's Los Medanos Development in Baypoint, CA; and WHEREAS,the Contra Costa County Community Services Department has requested that the Housing Authority lease the Community Center to the Community Services Department for it's Head Start, Child Development,or Child Care Programs; and WHEREAS,the best interests of the Housing Authority would be served by authorizing and directing the Executive Director of the Housing Authority to execute a lease with the County Community Services Department for the Lavonia Allen Community Center for a Child Care Development Center: NOW, THEREFORE,BE IT RESOLVED,as follows: 1. That the Board of Commissioners of the Housing Authority of the County of Contra Costa hereby authorizes the Executive Director of the Housing Authority to execute a lease with the County Community Services Department for the Lavonia Allen Community Center for a Child Care Development Center. 2. That this resolution shall take effect immediately. PASSED AND ADOPTED THIS 16th day of July , 19g6 by the following vote of the Commissioners: AYES: COMMISSIONERS ROGERS, BISHOP, DeSAULNIER, TORLAKSON and SMITH NOES: NONE ABSENT: NONE ABSTAIN: NONE
