SUBJECT: Carry Forward unexpended Community Development Block Grant Funds
(CDBG)
SPECIFIC REQUEST (S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Auditor-Controller to carry forward $58, 320 . 08 in
unexpended funds from project number 20-76 (Rubicon Programs Inc. ,
Opportunities for People and Employers Now! ) CDBG FY 1994 -95 to project
number 21-16 (Rubicon Programs Inc. , North Richmond Enterprise
Development) CDBG FY 1995-96 and;
AUTHORIZE the Deputy Director-Redevelopment or his designee to execute
a contract amendment for project 21-16 to increase the spending limit
by $58, 320 . 08 to a new limit of $134, 570 . 08
FISCAL IMPACT
No General Fund impact. Community Development Block Grant funds are
allocated by formula, through the U.S. Department of Housing and Urban
Development (HUD) to Contra Costa County.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The start of program 20-76 Opportunities for People and Employers
Now! , sponsored by Rubicon Programs Inc. , was delayed eight months
due to a waiver request by HUD. It is in the County' s best
interest to continue the Opportunities for People and Employers
Now! and the North Richmond Enterprise Development Programs .
These programs are the same projects with different names . Both
projects seek to provide employment opportunities for low-income
residents of North Richmond through a supported employment model.
