County f DATE: July 16, 1996 ° SUBJECT: APPROVAL OF 1996 LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM AMENDMENT AGREEMENT WITH THE STATE DEPARTMENT OF COMMUNITY SERVICES AND DEVELOPMENT. SPECIFIC REQUEST(S)OR RECOMMENOATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit to the . California Department of Community Services and Development 1996 Low-Income Home Energy Assistance Program (LIHEAP) Amendment No. 1 (County Contract #39-806-2--State Contract #96B-8003) to increase the total reimbursable amount by $61,566 from $168,364 to $229,930 to continue LIHEAP services for the period from January 1, 1996 through December 31, 1996. II. FINANCIAL IMPACT: This Contract is Federally funded through the California Department of Community Services and Development. Funding from this agreement from January 1, 1996 through June 30, 1996 is reflected in the Community Services Department's FY 1995-96 budget. Funding for the period July 1, 1996 through December 31, 1996 will be reflected in the Department's FY 1996-97 budget. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On February 6, 1996 the Board approved State Contract#96B-8003 (County #39-806-1) with the California Department of Community Services and Development (State) for 1996 Low-Income Home Energy Assistance (LIHEAP) services. Due to budget negotiations in Washington, D.C. earlier this year, the LIHEAP programs were operating under a continuing resolution and received only partial funding from the State. Contract #39-806-2 represents the rest of the anticipated total funding from the State to continue providing low-income home energy assistance services to eligible county residents. This contract amendment will be reviewed and approved as to form by County Counsel prior to submission to the State. PROJECT/PROGRAM TITLE. LIHEAP Weatherization Assistance, Home Energy Assistance Programs. 2. FUNDING AGENCY. California Department of Community Services and Development (formerly Department of Economic Opportunity in 1995). 3. SUBMITTAL STATUS. This amendment continues a current program. 4. PROPOSED TERM. January 1, 1996 through December 31, 1996. 5. CURRENT FUNDING. This amendment increases the maximum reimbursable amount of federal funding by $61,566 from $168,364 to $229,930 through the California Department of Community Services and Development (State). 6. FUTURE FUNDING. This is a long-range program for which funding is expected to continue. The amount of future funding is dependent upon Congressional action. 7. BUDGET SUMMARY. A revised budget is being prepared to cover the funding increase. 8. STAFFING REQUIREMENTS. Darnell Turner is responsible for administration of this program. 9. PROGRAM NEED. The LIHEAP program provides needed energy efficient measures to low-income residents of our County which results in considerable cost savings. County participation in this program is part of a national objective established by the. Federal government to ensure that low-income communities are able to achieve energy savings on utility bills and.gain knowledge of how to use their utilities more efficiently. All clients served by this program must meet federal poverty income guidelines.as indicated by program regulations. 10. RELATIONSHIP TO OTHER PROGRAMS. The LIHEAP Program in this County interfaces with various County, city, and community-based organizations to prevent duplication of effort and services. The Housing/Energy Program Manager has established linkages with various agencies in our County and conducts community needs assessments to maintain a level of contact, resources, and referrals. 1 e . 39 The Community Services Department (Department), Housing/Energy Division currently collaborates with the cities of Concord and Richmond and the County's Housing Authority in the sharing of information and referral. 11. PROJECT GOALS. The goal of this program is to provide energy saving measures to low-income communities which results in reduced energy costs under the Low- Income Home Energy Assistance Program. 12. STATED OBJECTIVES. The objectives of this program are: 1) To provide energy saving measures to low-income communities which results in reduced energy costs; 2) To educate low-income residents regarding how to achieve cost reductions as they relate to energy efficiency in the home. 13. ACTIVITY SUMMARY. This program is operated by the Community Services Department's Housing/Energy Division staff and management. The Housing/Energy Division is responsible for the administration of the LIHEAP Program and the reporting of all program activities. 14. EVALUATION METHOD(S). Darnell Turner, Program Manager for the Housing/Energy Division, is responsible for LIHEAP Program administration. The evaluation tools used in determining the Department's outcomes is measured by the number of homes served against the number indicated in the Department's work plan included in its application to the State. Once a home is serviced by the Department's Housing/Energy crew, the Assessor is assigned to check for all work performed and completed. All work performed by Department staff is reviewed by the Program Manager for accuracy and compliance. 15. CHANGES COMPARED TO PRIOR YEAR (if any). Currently, the Housing/Energy Division is liquidating some of its vehicles due to program funding decreases and increased costs. Second, the Department is in the process-of seeking new sources of funding for its Housing/Energy Division. 16. POTENTIAL CONTROVERSIAL ISSUES. None. 2
