SPECIFIC REQUEST(S)OR RECOMMENDATION(S)G BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute one-time- only funding Contract #GRPM-5023 (County #39-836-1) with the California Department of Education in the amount of $6,500 for the period from May 1, 1996 through June 30, 1997 to repair and/or renovate the Verde Children's Center. II. FINANCIAL IMPACT: Pursuant to Section 8278 of the Education Code, approximately $4 million was available statewide for repair and/or renovation of direct services center-based child care and development facilities. Funding will be reflected in the Department's FY 1996-97 budget. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On May 7, 1996 the Board approved Funding Application#39-836 for submission to the California Department of Education (State) for one-time-only monies to repair/renovate center-based child care and development facilities. Funds are to be used to maintain compliance with health and safety requirements established by State licensing regulations and local health and fire department codes, and to address the Americans with Disabilities Act (ADA) of 1990. Funding may also be used by these facilities to purchase equipment necessary for health and safety purposes. As a result of the County's funding application, the State awarded the County $6,500 in one-time only reimbursable funding to be used by the Community Services Department's Child Development Division's (Division). As required by the State in Contract #GRPM-5023 (County #39-836-1), the funding will be used to repair/renovate the Division's Verde Children's Center. PROJECT/PROGRAM TITLE. Local Agreement for Child Care and Development Facilities Renovation and Repair Funds. 2. FUNDING AGENCY. California Department of Education (State). 3. SUBMITTAL STATUS. This is first time contract for reimbursable funding. 4. PROPOSED TERM. May 1, 1996 through June 30, 1997. 5. CURRENT FUNDING. Not applicable. 6. FUTURE FUNDING. The funding in this contract is for a one-time-only award and should not be expected each year. However, if Management Bulletins are issued in the future by the State soliciting applications for repair and renovation funding, the Department may choose to apply again and will act accordingly by seeking Board approval. 7. BUDGET SUMMARY. Installation of approximately 225 feet, four feet high chain link fencing at the Verde Children's Center $6,500 8. STAFFING REQUIREMENTS. The Child Development Program Manager and Facilities Procurement and Management Consultant will work together to administer the project funding. The Child Development Program Manager is currently employed by the County and the Facilities Procurement and Management Consultant is under contract with the Department. Any hiring of additional staff to complete the renovations/repair work will be handled by the Department's Program Analyst. 9. PROGRAM NEED. While all of the Department's child care facilities are in need of repair/renovation, the State only awarded funding to repair/renovate the Verde Children's Center (Center). Installation of the chain link fence at the Center will enclose two garbage dumpsters, making them inaccessible to children, and enclose the open side of the Center's play yard so that staff can better supervise children during recess. 1 10. RELATIONSHIP TO OTHER PROGRAMS. Duplication of effort will not occur since the objective, as listed under #12, may only be accomplished through this contract's funding. 11. PROJECT GOALS. Goal: To repair/renovate child care centers for rehabilitation and compliance with health and safety codes. 12. STATED OBJECTIVES. Objective 1: Enclose two dumpsters, making them inaccessible to children, as well as the open side of the Center's play yard. 13. EVALUATION METHOD(S). Accomplishment of objective will be based upon construction completion of Objective 1. 16. POTENTIAL CONTROVERSIAL ISSUES. None. 2
