This situation leaves only one avenue of egress for the residents in the upper reaches of EI Toyonal. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301 of the CEQA Guidelines.
