Thank the Contra Costa Times for their generous support to the fundraising campaign for homeless shelter winter relief. BACKGROUND: Contra Costa County maintains two emergency shelters for homeless persons, the Concord Shelter with 60 beds, expandable to over 70, and the Brookside Shelter in North Richmond with 56 beds. These homeless shelters provide not only safe respite, but an intense three month case management and counseling program to assist the residents to deal with the crises and issues of homelessness, and to move towards a more stable living and work environment. Other services, including health care and alcohol and substance abuse counseling are also provided. The total budget for the Emergency Shelter Program is $1,042,396 to maintain a total of 116 beds for the full year. County funding contributes $687,706; the balance is obtained every year from State and Federal grants and from generous donations from cities, corporations, and individuals. Without these contributions, the homeless shelters would not be able to run throughout the entire year. The most needy time for homeless in Contra Costa is during the winter. This season, the winter relief period was designated from December 11 - March 31, and the capacity of the Concord Shelter was expanded to meet the increased need. During the winter period, shelter, along with case management and counseling, was provided for over 13,000 person days. The $25,534 in Winter Relief contributed by the community covered the cost of over 1,000 person days during that time. FISCAL IMPACT: $25,534 to Homeless Shelter Program.
