The Board of Supervisors of Contra Costa County RESOLVES that:
This Board's Resolution No. 96/ 215 fixed 11:00 a.m. on June 4, 1996 as the time for a
public hearing to ascertain whether the undergrounding of overhead utilities along a
section of Pomona Street (from 7th Avenue to 3rd Avenue), and along a section of 2nd
Avenue (from Pomona Street to Wanda Street), in the downtown commercial area of
Crockett is in the interest of the public health, safety, or welfare. The sections of Pomona
Street and of 2nd Avenue is as more particularly described and delineated on Exhibit "A"
attached to said Resolution No. 96/215 on file in the Office of the Clerk of this Board,
County Administration Building, Martinez, California, and available for inspection. Notice
of such hearing was given to all affected property owners as shown on the last equalized
assessment roll, and utilities concerned, in the manner and for the time required by law.
Said hearing of June 4, 1996 was duly and regularly held and all persons interested were
given an opportunity to be heard.
This Board hereby finds that the undergrounding of Utilities along a section of Pomona
Street (from 7th Avenue to 3rd Avenue), and of 2nd Avenue (from Pomona Street to
Wanda Street), is in the interest of the public health, safety, or welfare. This Board further
finds that the streets in said area are extensively used by the general public and carry a
heavy volume of pedestrian and vehicular traffic.
The Board also finds that the project, creation of the Underground Utility District, will not
have a significant effect on the environment, and that it has been determined to be a
-Categorical Exemption Class 113, 15301, of the CEQA Guidelines and directs the
Community Development Director to file a Notice of Exemption.
The Board hereby directs the Public Works Director to arrange for payment of the $25.00
handling fee for filing the Notice of Exemption.
Pursuant to Chapter 1008-2 of the Contra Costa County Ordinance Code (Ord. No. 68-10),
the above-described area is hereby declared an Underground Utility District, and is
designated as Underground Utility District No. 30 of the County of Contra Costa.
This Board hereby fixes June 1,1997 as the date on which affected property owners must
be ready to receive underground service, and hereby orders the removal of all poles,
overhead wires and associated overhead structures (including without limitation removal
to at least the roof line of weatherheads, risers and other overhead service entrance
facilities) and the underground installation of wires and facilities for supplying electric,
communication, or similar or associated service within Underground Utility District No. 30
on or before February 1, 1998.

The Clerk of this Board is hereby instructed to notify all affected utilities and all persons
owning real property within Underground Utility District No. 30 of the adoption of this
Resolution within ten (10) days. Said Clerk shall further notify said property owners of the
necessity that, if they or any person occupying such other property desire to continue to
receive electric, communication or other similar or associated service, they or such
occupant shall, by the date fixed in this Resolution, provide all necessary facility changes
on their premises so as to receive such service from the lines of the supplying utility or
utilities at a new location, subject to applicable rules, regulations and tariffs of the
respective utility or utilities on file with the Public Utilities Commission of the State of
California. Such notification shall be made by mailing a copy of this Resolution together
with a copy of said Chapter 1008-2 (Ord. No. 68-10) to affected property owners within
said District No. 30 as such are shown on the last equalized assessment roll and to the
affected utilities.

GENERAL CONSIDERATIONS:
1. Location: Pomona Street and 2nd Avenue are located in the Central Contra Costa
County area of Crockett (Figures 1-3). The boundaries of the proposed utility
district are along Pomona Street from 7th Avenue east to 3rd Avenue and the
portion of 2nd Avenue from Pomona north to Wanda Street (Figure 3). The existing
land use in this downtown area is commercial.
2. Project Description: The proposed project consists of forming an underground
utility district, removing and replacing overhead utility lines with underground
facilities and removing existing utility poles. All street lights and poles will be
replaced with new light standards as close to the original locations as possible.
Electrical hookups for future.ornamental light poles will be installed between the
new light standards. The joint trench and underground conduits for the utilities will
be located within the roadway. Formation of the district will preclude the future
installation of overhead lines within the boundaries of the district.

SUBJECT: Intent to Establish Underground Utility District No.30, Pomona Street/2nd Avenue,
Crockett Area, and Fix Hearing. Project No. 0676-6P1015, CDD CP#96-26
The Board of Supervisors of Contra Costa County RESOLVES that:
The Board of Supervisors of Contra Costa County has adopted Ordinance No. 68-10 (Ord. C.
1008-2.002 et seq.) which provides for the establishment of Underground Utility Districts in
those areas of the County where the public health, safety, or welfare requires the removal of the
overhead distribution system from the public streets, alleys or ways, and the replacement
thereof with an underground system.
Pomona Street/2nd Avenue is the downtown commercial district for Crockett and experiences
traffic of over 8,000 vehicles per day. The Crockett Improvement Association has requested the
formation of an underground utility district, and with support from the Crockett Chamber of
Commerce has obtained written agreement from over 75% of the affected property owners,
endorsing the formation of the underground utility district.
Therefore, it is the intention of this Board to conduct a public hearing to ascertain whether it is
in the interest of the public health, safety, or welfare to underground the overhead distribution
system from the public street, alleys or ways of the unincorporated area along Pomona Street
(from 7th Avenue to 3rd Avenue) and of 2nd Avenue (between Pomona Street and Wanda
Street) all in the Crockett area, as shown on the attached map and legal description marked
Exhibit "A".
At 11:00 a.m., on June 4, 1996, in the Chambers of the Board of Supervisors, County
Administration Building, Martinez, California, this Board will conduct the said public hearing on
the proposed establishment of Underground Utility District No. 30 in the area hereinabove
described and at that time will hear the testimony of all interested persons for or against the
establishment of this district.
The Clerk is directed to notify all affected property owners, as shown on the last equalized
assessment rolls, and utilities concerned, by mail, of the time and place of such hearing at least
ten (10) days prior to that date.

All that certain real property situate in the unincorporated area of Crockett, Contra Costa County,
State of California, being portions of blocks D, E, G, H, 2, 3, 4, 5, 6, 33, 35 and 36 of the "Map of
the Town of Valona," filed April 15, 1887 in Book "E" of Maps at page 117, also being portions of
Block 2 of the Map of"Bay View Addition to the Town of Crockett", filed July 20, 1916.in Book 15
of Maps at page 307, also being a portion of the Rancho Canada del Hombre, described as follows:
Beginning at the point common to the southerly right of way line of Pomona Street (now Pomona
Avenue) and the easterly right of way line of Seventh Avenue at the northwest corner of Block 33
as shown on said Map of the Town of Valona (E M 117); thence from the Point of Beginning, north
27000'44" east 50.51 feet; thence north 74°01'31 east, 236.18 feet to a point on the easterly right
of way line of Sixth Avenue; thence along said line, north 50 feet; then leaving said line east 150
feet; thence south 51 feet; thence east 110 feet to the west right of way line of Port Street; thence
along said line south 7 feet; thence leaving said line east 50 feet to the east right of way line of Port
Street; thence along said line north 57 feet; thence leaving said line east 140 feet to the westerly

Proposed Pomona Street/2nd Avenue Underground Utility District #30
Dear Property Owner:
On May 14, 1996, the Board of Supervisors set June 4, 1996, at
11: 00 a.m. as the time for a public hearing on the creation of an
underground utility district along Pomona Street (from 7th Avenue
to 3rd Avenue) and along 2nd Avenue (from Pomona Street to Wanda
Street) . Under Rule 20-A for utility conversions, the proposed
district will pay for all costs related to the installation of the
underground system. The underground district will also provide
30. 5 meters (100 feet) of lateral trenching and conduits, if
needed, from the underground district's main service trench to the
foot of the building wall where the utility service box is
attached, at no cost to the property owner.
The property owner, however, will be responsible for the conversion
of his utility service box to receive underground service, and any
lateral trenching and conduit in excess of 30. 5 meters (100 feet) .
At the public hearing, the Board of Supervisors will ascertain
whether the public health, safety, or welfare requires the removal
of utility poles, overhead wires and associated overhead structures
within the designated district area. If the Board of Supervisors
approves the creation of the district you will be notified of the
time schedules for the conversion of your overhead service to
underground service.
