SUBJECT: ADOPT RESOLUTION APPROVING SUBMISSION OF APPLICATION FOR FISCAL YEAR
1996 PUBLIC HOUSING DRUG ELIMINATION PROGRAM FUNDING
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE submission of an application for funding under the Fiscal Year 1996 Public and Indian
Housing Drug Elimination Program and AUTHORIZE the Executive Director of the Housing Authority of
the County of Contra Costa to execute and submit to the U.S. Department of Housing and Urban
Development all appropriate documents required by the application guidelines, and approve Resolution No.
3775 authorizing submission of grant and expenditure of funds.
II. FINANCIAL IMPACT:
The Housing Authority will apply to the U.S. Department of Housing and Urban Development for$341,400
under the Fiscal Year 1996 Public Housing Drug Elimination Program.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The U.S. Department of Housing and Urban Development(HUD)has issued a notice that$250,000,000 is
available in grant funds for the purpose of eliminating drug-related crime in public housing developments,
$40,000,000 less than what was available in FY 1995. The Notice of Funding Availability establishes a maximum
grant of$341,400 for housing authorities with the number of units the Housing Authority of the County of Contra
Costa has in management. These funds are available on a HUD Regional Office competitive basis and the
application must be submitted to the HUD Office of Public Housing in San Francisco by 3:00 P.M., June 14, 1996.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve Resolution No. 3775,the Housing
Authority would be unable to compete for$341,400 in much needed funding to assist in eliminating drug-
related crimes in public housing.

RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR
FUNDING PUBLIC AND INDIAN HOUSING DRUG ELIMINATION
PROGRAM NOTICE OF FUNDING AVAILABILITY AND AUTHORIZING
EXECUTION
WHEREAS, it is the desire of the Board of Commissioners of the Housing Authority of
the County of Contra Costa to provide decent, safe and sanitary housing for
its tenants; and,
WHEREAS,the Housing Authority of the County of Contra Costa(PHA)desires to
apply to the U.S. Department of Housing and Urban Development for
$341,400 under the Fiscal Year 1996 Public and Indian Housing Drug
Elimination Program;
NOW, THEREFORE, BE IT RESOLVED,by the Board of Commissioners of the
Housing Authority of the County of Contra Costa that:
1. The Chair of the Board of Commissioners and the Executive Director are
authorized to submit an application for funding under the Public and Indian
Housing Drug Elimination Program Notice of Funding Availability and to
execute and submit all appropriate documents required by the application
guidelines; and,
2. Grant amounts obtained by the Housing Authority under the Public and
Indian Housing Drug Elimination Program Notice of Funding Availability
will not substitute for activities currently being undertaken to address the
problem of drug-related crime in public housing; and,
3. Any additional security and protective services which may be assisted under
the Notice of Funding Availability and meet the requirements of that Notice:
and,
This Resolution shall be effective immediately.

following vote of the Commissioners:
