Martinez,Executive Director DATE: June 4, 1996 SUBJECT: OFFICE SPACE LEASE FOR THE CHICANO LATINO ACADEMIES REACHING OUT (CLARO) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE a one year lease for office and computer center space at the Los Nogales housing development in Brentwood for the Chicano Latino Academies Reaching Out (CLARO), as recommended by the Advisory Housing Commission. 1I. FINANCIAL IMPACT: None III. REASONS FOR RECOMMENDATION/BACKGROUND The Chicano Latino Academies Reaching Out, (CLARO)a non-profit community based organization, has requested space in the Los Nogales housing development in Brentwood for an office and computer learning center. This space would be utilized to provide educational and recreational programs for Public Housing residents of Brentwood and Oakley. CLARO was founded on May 18, 1995. The primary focus of this non-profit organization is to create organized community activities for pre-school through high school aged children. Their goal is to keep students off the streets and into classrooms, off drugs,out of gangs and into college. CLARO programs and services are offered to all at-risk students without regard to race, ethnicity, gender color or creed. Los Nogales is one of two family developments currently having no on-site services for residents or youth. At its Regular Meeting on Monday,May 13, 1996 the Advisory Housing Commission voted to recommend approval of a one year lease for office and computer center space for the Chicano Latino Academies Reaching Out. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the one year lease for office and computer center space for CLARO,the Housing Authority would be forced to abandon this worthwhile endeavor, and Los Nogales will continue to be a family development having no on-site services for residents and youth that will serve Public Housing residents of Brentwood and Oakley. CLARO is a non-profit entity with 501 (c) (8) status pending (see the attached dooumentation.) We have been organizing in the Brentwood/Oakley communities since May 18, 1995. The first meeting drew 15 participants, representing 10 different organizations throughout the county, all agreed to continue efforts to organize activities for students in East Contra Costa County. The result of continuing efforts is the formation of the Computer Learning Center:A Team Mentoring Program. CLARO is governed by a Board of Directors including Brentwood Police Chief Larry Shaw; Liberty Union High School District Superintendent Dan Smith: Attorney David Orona; Retired School Teacher Olivia Moritz; Antioch Student Elizabeth Rios; Student Absentee Review Board Director Lou Bronson: Brentwood Union School District Superintendent J. Douglas Adams and Oakley Elementary Union School District Rick Melgoza. This Board of Directors is committed to CLARO efforts to keep high risk students in school, off drugs out of gangs and into classrooms. This Board of Directors provides direction and authorizes it's Executive Director to develop and maintain programs that are compatible with CLARO goals, objeotives and projeots.
