FOR PROPERTY VALUATION SERVICES ASSOCIATED WITH THE KELLER CANYON LANDFILL SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Director of Growth Management and Economic Development to execute a contract amendment with the firm of Anderson & Brabant, Inc., for an amount not to exceed $32,798.00 (bringing the total contract amount to $48,898.00), for the real estate/appraisal services for the Keller Canyon Landfill Property Valuation project. FISCAL IMPACT No impact to the County General Fund. The cost of the consultant contract and this contract amendment is being paid by the Keller Canyon Landfill Company. BACKGROUND/REASONS FOR RECOMMENDATIONS In discussion over property valuation, the City of Pittsburg recommended we have an outside consultant with experience in landfill property valuation. May 28, 1996 Continued - Page Two BACKGROUND/REASONS FOR RECOMMENDATIONS (continued) This contract amendment will cover Phase II and III of the consultant's work on the Keller Canyon Landfill Property Valuation project. The consultant is prepared to undertake the next phases of his work (Phase II & III). The consultant has estimated the time needed to complete work on Phase II & III to be approximately 60 days. The consultant has proposed the following activities under Phase II & III: (1) additional review of the data base assembled for the Keller Canyon Landfill Property Valuation Study (by Sonoma State/ICPA); (2) additional review of landfill development chronology; (3) compare price trends in various areas of similar housing; (4) conduct paired sales analyses using sales from the alleged impacted areas and sales from comparable neighborhoods without landfill influence; and (5) develop the distribution methodology. i I I DD10:ANDRS=AM.BO i
