MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: JUNE 4, 1996 SUBJECT: ACCEPT FILING OF PRELIMINARY ENGINEER'S REPORT AND INTRODUCE ORDINANCE NO. 17 FOR SANITATION DISTRICT NO. 19, AND SET HEARING DATE FOR ADOPTION OF FINAL ENGINEER'S REPORT, ORDINANCE NO. 17 AND BOARD ORDER DIRECTING THE AUDITOR-CONTROLLER TO PLACE THE ANNUAL SEWER AND WATER SERVICE CHARGE ON THE TAX ROLLS FOR FISCAL YEAR 1996-97, DISCOVERY BAY AREA. PROJECT NO. 7393-6X9E90 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: 1. ACCEPT filing of Preliminary Engineers Report and INTRODUCE Ordinance No. 17; and 2. SET June 25, 1996, at 9:45 a.m. in the Board of Supervisors' Chambers, 651 Pine Street, Martinez, California, as the time and place for a public hearing to consider oral and written objections or comments concerning the final engineer's report revising the annual sewer and water service charge for Sanitation District No. 19 fiscal year 1996-97 for possible adoption and to consider Ordinance No. 17 .and a resolution directing the Auditor- Controller to place the subject charges on the tax rolls for fiscal year 1996-97 for possible adoption; and 3. DIRECT the Clerk of the Board to publish a notice of the time and place of the hearing, including a general explanation of the matters to be considered, at least 14 days prior to the hearing, pursuant to Government Code Section 6066; and 4. DIRECT that the District shall make immediately available to the public at the office of the Clerk of the Board data indicating the amount of cost, or estimated cost, required to w provide the services for which the subject charge is to be levied and the revenue sources anticipated to provide the service including copies of the preliminary engineer's report and Ordinance No. 17. II. Financial Impact: The above actions have no impact on County finances. Services to Sanitation District No. 19 are funded entirely by the annual sewer and water service charges. Reasons for Recommendations and Background: The Public Works Director, as Engineer Ex Officio of the Contra Costa County Sanitary District No. 19, has filed with the Clerk of the Board a written report containing a description of each parcel of real property receiving water and sewer service from the District and the proposed amount of charge, computed in conformance with the charges described in Ordinance No. 17, for each parcel for fiscal year 1996-97. IV. Consequences of Negative Action: The,collection and treatment of waste water and sewer service are necessary to protect the public health and the environment.
