SUBJECT: Adoption of Community Services Block Grant Community Action Plan
(CAP) for Calendar Year 1997
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS :
1 . Receive comments from public hearing held by the Contra Costa
County Economic Opportunity Council on Monday, June 24, 1996
on the proposed 1997 Community Services Block Grant Community
Action Plan.
2 . Consider any public comments at today' s meeting.
3 . - Adopt 1997 Community Action Plan and submit Plan documents to
the State Department of Community Services and Development by
June 30, 1996 .
BACKGROUND:
Contra Costa County has been a designated Community Action Agency
(CAA) for many years and thus eligible for Federal Community
Service Block Grant funds . Over the years Congress has cut these
funds substantially. These funds flow through the State
governments to designated local Community Action Agencies .
Each year the State Department of Community Services and
Development (SDCSD) requires that all federally designated
Community Action Agencies develop a Community Action Plan (CAP)
that outlines the CAA' s documented community needs resulting from
poverty along with proposed strategies and work plans for assisting
low income County residents in breaking the cycle of poverty
utilizing Community Services Block Grant contract funds . The SDCSD
also requires that CAA' s hold a public hearing to gather and
consider community input prior to the submission of this Plan to
the State,

The proposed Community Action Plan for 1997, utilizing
approximately $390, 000 in State CSBG funds, will focus resources in
developing and establishing functional linkages and collaborative
projects with other County departments and community based
organizations . These collaborative efforts will concentrate on the
planning, development, implementation and evaluation of SDCSD' s
statewide priority for "Family Self Sufficiency and Support
Programs" that will enable and empower the families to break the
cycle of poverty and dependence on public assistance programs .
On June 24, 1996 the Economic Opportunity Council representing the
Board of Supervisors, conducted a public hearing at 2425 Bisso
Lane, Concord to hear and consider community input on the proposed
1997 CAP prior to submission to the Board of Supervisors and SDCSD.
In addition to this hearing, the Board of Supervisors in late March
began a process to obtain public input on the implications of
federal "welfare reform" on the local human service delivery system
by authorizing its Family and Human Services Committee to hold
public meetings in East, Central and West County during the month
of May. Public concerns and comments have been received on the
proposed transition programs in both Social Services and Private
Industry Council as well as comments relative to the need for jobs,
health care, Head Start and child care in order for self
sufficiency to be a viable goal .
The current 1996 Community Services Block Grant Plan provides
funding for the following seven community based organizations and
subcontractors :
Center for New Americans
City of San Pablo
Contra Costa Food Bank
Family and Community Services
Greater Richmond Interfaith Program
Paradigm Innovations, Inc .
Saint Vincent DePaul
The 1996 Plan also provides either partial or full funding for the
following eight departmental positions :
Director
Administrative Services Officer
Community Services Program Manager
Accounting Supervisor
Executive Secretary
Economic Opportunity Program Specialist II
Economic Opportunity Program Specialist I
Accounting Assistant
The 1997 Community Action Plan .is due to the State on June 30,
1996 .
